This agreement and contract made and entered into in duplicate this A4 day of QGtabor,2014
by and between the City of Pasco a municipal corporation, hereinafter called the City and BILFINGER
WATER TECHNOLOGIES. INC. hereinafter called the Contractor.
WITNESSETH:
WHEREAS, the City has caused to be prepared certain plans and specifications for improvements in and
for the City of Pasco and the Contractor did on the 15th day of September, 2014 submit to the City of
Pasco, Washington, a Proposal to furnish all equipment, labor, materials and appurtenances, and agreed
to accept for and in full consideration of the sums fully stated and set forth in said Proposal as full
compensation for the completed work, with said compensation due and payable 30 days from the date
of delivery of said equipment to the City. At the request of the City and per the revisions to the plans
and specifications resubmitted to the Contractor, a revised Proposal was submitted to the City on the
29th day of October, 2014 and hereby replaces the previous proposal.
WHEREAS, the said specifications and Proposal fully and accurately described the terms and conditions
upon which the Contractor proposes to furnish said equipment, labor, tools, materials and
appurtenances, together with the manner and time of furnishing the same, with delivery of all
equipment no later than February 1, 2015.
IT IS THEREFORE AGREED, first that a copy of said specifications and Proposal, submitted as aforesaid on
the 29th day of October, 2014 be attached hereto and the same are hereby made the items and
conditions of this agreement by and between the City and Contractor in all matters and things therein
set forth and described; and further that the City and the Contractor accept and agree to the terms and
conditions of said specifications and Proposal as submitted as completely as if said terms and conditions
and plans are herein set out in full.

A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS FOR THE
PURCHASE OF TWO (2) 17 MILLION GALLON PER DAY (MGD) BARREL SCREENS AND
ONE (1) HYDROBURSTrm AIR CLEANING SYSTEM FROM BILFINGER WATER
TECHNOLOGIES, INC., AND AUTHORIZING THE PURCHASE.
WHEREAS, the existing Butterfield raw water traveling screen must be
replaced with an alternate intake method, and
WHEREAS, the City is now considering the purchase of an intake system
similar to the one in use at the West Pasco Water Treatment Plant (WTP), and
WHEREAS, the City has evaluated the performance of the proposed barrel
screens and Hydroburstrm air cleaning system from Bilfinger Water Technologies, Inc.,
and found it capable of providing the Butterfield WTP with a reliable supply of raw
water while meeting current Washington Department of Fish and Wildlife (WDFW)
and National Marine Fisheries Service (NMFS) regulations, and
WHEREAS, the purchase of barrel screens and a Hydroburst'm air cleaning
system will allow the City to reduce the costs of operation, maintenance and repair at
the Butterfield raw water intake facility, and
WHEREAS, pursuant to RCW 39.04.280, Bilfinger Water Technologies, Inc., is
the sole source of barrel screens and a HydroburstT' air cleaning system, capable of
supplying the Butterfield intake facility while meeting current WDFW and NMFS
regulations, thereby allowing the City to retrofit the non-compliant traveling screen;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO,
that the City Council does hereby declare that the purchase of barrel screens and a
HydroburstTM air cleaning system is clearly and legitimately limited to a single source
of supply, and that the sole source of supply is Bilfinger Water Technologies, Inc., and
BE IT FURTHER RESOLVED, that the competitive bidding requirements for
the City of Pasco are hereby waived and the Pasco Public Works Department is
authorized to purchase two (2) 17 MGD Barrel Screens and one (1) HydroburstTm air
cleaning system from Bilfinger Water Technologies, Inc., for an amount not to exceed
the sum of $122,500.

Submittals and Shop Drawings
Submittal information, including shop drawings, are required for all items installed on this
contract. Submittals shall be addressed to:

Submittals may be provided in hard -copy or electronic format (preferred). Engineer
reserves the right to require the Contractor to provide hard -copy submittals at no
additional cost to the Owner. Where hard -copy submittals are provided, Contractor shall
submit three (3) copies; one (1) set will be returned to the Contractor after review.
Electronic submittal via email is acceptable; however the Contractor shall take
responsibility to follow up with the Engineer to verify that the submittal was received.
Neither the Engineer not Owner assumes responsibility for emails that do not make it to
the recipient.
Submittal data for each item shall contain sufficient information on each item to determine
if it is in compliance with the contract requirements. Submittal cutsheets and datasheets
shall be annotated by the Contractor and shall dearly indicate the equipment and materials
that will be provided, including any options or additive items. No generic cutsheets or
datasheets will be accepted.
Items that are installed which have not been approved through the shop drawing process
may at the discretion of the Owner, be removed and an approved product be furnished in
its place, all at the Contractors expense.
Shop drawing review will be limited to general design requirements only, and shall not
relieve the Contractor from responsibility for errors or omissions, or responsibility for
consequences due to deviations from the contract documents. No changes may be made
in any submittal after it has been reviewed except with written notice and approval from
the Owner.
Shop drawings shall be submitted on 8'/2 -inch x 11 -inch, 11 -inch x 17 -inch, or 22 -inch x
34 -inch sheets and shall contain the following information:
• Project Name as it appears on the Document Cover
• Prime Contractor and Applicable Subcontractor
• RH2 Engineering
• Owner's Name
• Applicable Specification and Drawings Reference

• A stamp showing that the Contractor has checked the equipment for conformance
with the contract requirements, coordination with other work on the job, and
dimensional suitability
• A place for the Engineer to stamp
Submittals that do not comply with these requirements may be returned to the Contractor
for re -submittal. Acceptable submittals will be reviewed as promptly as possible, and
transmitted to the Contractor within approximately twenty (20) working days after receipt
by the Engineer. Revise and submit as necessary. Delays caused by the need for re-
submittal shall not be a basis for an extension of contract time or delay damages.
Shop drawings and submittals shall contain the following information for all items
A. Shop or equipment drawings, dimensions, and weights
B. Catalog information
C. Manufacturer's specifications
D. Special handling instructions
E. Maintenance requirements
F. Wiring and control diagrams
G. List of contract exceptions
By approving and submitting shop drawings and samples, the Contractor warrants that
they have determined and verified all field measurements, field construction criteria,
materials, catalog numbers, and similar data, and have checked and coordinated each shop
drawing with the requirements of the work and of the contract documents.
The Owner will pay the costs and provide review services for a first and second review of
each submittal item. Additional reviews shall be paid by the Contractor by withholding
the appropriate amounts from each payment estimate.
The Contractor is responsible for identifying the shop drawings and submittals required
for this project. Items that are installed but have not been approved through the submittal
process may be rejected and must be removed and replaced with an approved product at
the Contractor's expense.
Specific submittal requirements are listed in each section of these specifications. The
Contractor shall keep a complete and current copy of all submittals and review responses
at the job site readily available to the Engineer and Owner for inspection.

Equipment
11.00 GENERAL
A. This division covers that work necessary for providing and installing all equipment as
described in these specifications and as shown on the plans.

11.63.33 Automatic Self-cleaning Barrel Screens
Part 1- General
Summary
A. Contractor shall provide all labor, materials, equipment and incidentals required to furnish
and install the self-cleaning barrel screens, motors, system controls, and accessories.
Submittals
A. The barrel screen design, shop drawings, specifications, and calculations must be
submitted to the owner for review and approval prior to fabrication. Screen diameter,
screen length, assembly length, interface dimensions for outlet and air backwash
dimensions, materials of construction, and assembly weight shall all be included.
B. Shop drawings shall clearly indicate all shop and field fabrication sequences and assembly
details.
C. Contractor -initiated changes shall be specifically noted on the shop drawings and be
submitted in writing to the Engineer for approval prior to fabrication or construction.
Details of all welded joints shall be submitted for approval.
D. Weld procedure specifications and welder certifications shall be submitted for review and
acceptance prior to any field welding. All Welders must maintain certification to ASME
Section IX.
E. Evidence of a statistical control program.
F. Provide flows through screens with screen centerline at the following depths below the
water surface, and provide verification with physical flow distribution tests.
a. Extreme high water level (351 feet)
b. Normal water level (340 feet)
c. Extreme low water level (335 feet)
G. Provide headless information through a clean screen.
H. Computational Fluid Dynamic (CFD) analysis and physical testing that verify intake screen
capacities.

Part 2 - Products
Materials
A. Screen cylinder mesh, end plate/cone, connection flange, air connection, and lifting lugs
a. 304 stainless steel
B. The main outlet flange shall mate with a 30 -inch flange pattern equal to AWWA C-207,
Table 2, Class D.
Quality Assurance
A. The entire intake screen system shall be furnished by a single manufacturer.
B. The intake screen must maintain an ongoing quality assurance program, including ISO -
9000 certification.
C. Supplier shall have proof of at least one -hundred (100) installations and at least ten (20)
years experience manufacturing equipment of similar technology.
Design Requirements
A. Barrel screens are to be tee style with an air backwash connection.
B. Individual screen capacity shall be a maximum of 12,500 gallons per minute with the screen
centerline 18 feet below the water surface.
a. Total intake assembly capacity of 25,000 gpm with the screen centerline 18 feet
below the water surface shall be met by two intake screen assemblies.
C. Pressure drop through the entire intake screen assembly shall be no greater than 0.67 psi
at the rated flow.
D. Maximum screen mesh opening dimensions
a. 3/32 -inch (diagonal); and
b. 0.067 inches x 0.067 inches (square)
c. The mean screen size opening shall be within +/- 0.002 -inches with a standard
deviation no greater than 0.002 -inches throughout the assembly.
d. Screen opening size shall be controlled and continuously monitored during
manufacture.
E. Wire mesh thickness shall be #69 wire (0.071 inches)
a. Wire mesh, support beam and stiffener structure shall be an all -welded matrix
designed to provide the specific strength with minimal interference with the
through screen flow pattern.
F. Maximum approach velocity shall not exceed 0.40 feet per second at the design capacity.
G. The upstream end of each barrel screen shall have a conical deflector, and the downstream
end shall have a dished head.

a. End plates and tee body shall be a minimum of 0.105 inches thick. All structural
butt welds shall be full penetration fillet welds and shall be the thickness of the
thinner component.
H. Intake assembly shall be designed to a maximum of 5 psi negative pump pressure or
differential headloss.
a. Design stress used for determining strength of the assembly shall be no more than
90 percent of the published yield strength of the material used. Strength
calculations verifying compliance with these criteria shall be provided upon
request.
I. System source water is the Columbia River.
J. System operating temperature is 30°F to 70°F.
K. Power source is 480 VAC, 3-phase, 60 Hz.
L. Barrel screen assembly shall be equal to Johnson Screens T42HCE.
Substitutions
A. Manufacturers other than that which is specified and/or not meeting EVERY provision
of the specification shall be required to submit a complete and detailed PRE -
QUALIFICATION PACKAGE to the engineer at least (15) days prior to the bid. Any
PRE -QUALIFICATION PACKAGE must contain as a minimum:
a. Detailed layout drawings.
b. Supporting flow distribution data via a CFD (Computational Fluid Dynamics)
analysis.
c. Weld certifications.
d. Evidence of a recognized ongoing quality assurance program.
e. Detailed component specifications and catalog cuts as required.
f Detailed list of ALL VARIATIONS required from the original design, referencing
appropriate sections of the specifications and locations on the drawings.
g. Full installation reference list of at least (50) customers that includes similar
proposed equipment.
B. Manufacturers qualifying will be recognized by addendum issued a minimum of five (5)
days prior to the bid. Contractors shall include all costs associated with any redesign
required with their bid.
C. Manufacturers not meeting this specification in EVERY WAY or are not PRE-
QUALIFIED and approved by the Owner will not be considered for use in this project.
Part 3 - Execution
Materials
A. The Contractor shall provide tools and equipment, including any special tools required for
installing each particular type of pipe used.

B. Barrel screen shall be connected to inlet piping and air burst backwash line on land, and
inspected by owner. Following owner approval, the barrel screen and piping can be
installed in the river. The contractor shall install the concrete anchor prior to backfilling
the pipe and trough.
11.94.22 Air Burst Systems
Part 1- General
Summary
A. Provide an air burst backwash system consisting of compressor, piping, valving,
instrumentation and controls necessary to provide a sufficient amount of air to backwash
the two intake screens as specified herein and as shown on the drawings. A receiving tank
shall be provided and the air burst backwash system shall be mounted on top of the
receiving tank. The backwash air shall scour the screen surface to maintain adequate
design flow and approach velocity characteristics.

Submittals
A. Submit shop drawings, manufactures data, pertinent literature, and installation instructions
and requirements prior to manufacturing.
B. Air Burst System: Submit drawings or literature showing receiver size, piping size, valve
literature, compressor manual, electrical schematic, control system schematics and
requirements, installed dimensions and weight, and installation instructions and
requirements. An electronic version of the O&M manual shall be provided.
a. Submit drawings, manufactures data, pertinent literature, and installation instructions
for air burst pipe spacers.
Operating Requirements
A. All components shall arrive on-site and be ready to operate without field assembly. All
interconnecting wiring between the compressor, bursting equipment, receiver, and screens
shall be completed on-site.
B. The air compressor system shall operate in both manual and automatic mode to deliver
compressed air to the air burst system for cleaning the intake screens. The air burst system
shall deliver a controlled burst of high pressure air to each individual barrel screen by
automatic or manual control. A local control panel shall be located on top of the receiving
tank for controlling and monitoring the compressor unit in both manual and automatic
modes. A timer shall be furnished and installed to operate the compressor unit in
automatic mode. The timer's intervals shall be capable of hourly, daily, or weekly burst
cycles. In the case of the shared wet well, the system shall be designed to clean the
upstream screen first followed immediately thereafter, upon recovery of sufficient air
volume in the receiver tank, by the second screen. The system shall ensure that both

screens of a single shared wet well are cleaned in succession, regardless of the reduction
in water level differential achieved upon cleaning of the first screen. Each zone of the air
burst system shall correspond to each screen with a dedicated wet well or each pair of
screens that share a wet well. A receiver tank shall be furnished for storing sufficient air
for actuating one zone of the air burst system.
C. Operation: The compressor shall have three modes of operation: Hand — Off — Auto
1. Hand (Load/Unload) Mode: With the control panel mode switch in the "Hand"
position the system shall operate as follows:
The compressor shall start and run until the shut-off pressure switch set point is
reached. When the proper pressure point is reached (as indicated by the high-pressure
switch) the unit shall automatically stop. The unit shall stop any time the mode switch
is placed in the "Off" position.
2. Auto (Start/Stop)Mode: With the control panel mode switch in the "Auto" position
the system shall operate as follows:
The air compressor shall operate automatically to recharge the air receiver any time
the pressure control switch falls below the minimum pressure set point. When the
pressure in the receiver tank falls below the minimum pressure set point the
compressor shall automatically start and run until the maximum pressure set point is
met and the compressor shall then automatically stop. The pressure control switch
shall have adjustable differential between the high-pressure stop point and the low-
pressure start point. The unit shall stop any time the mode switch is placed in the
"Off' position. In auto mode, the system shall be required to have permission from
the telemetry system, via the EtherNet/IP connection, to run in addition to the
receiver pressure switch.
D. Alarms: The following alarm conditions shall automatically stop the compressor and
illuminate an indicating light:
• Low oil level
• Low oil pressure
• High oil temperature
• High air pressure
E. An alarm reset pushbutton shall be furnished for acknowledging and clearing the alarm
lights.
Warranty
A. The manufacturer shall provide a two year warranty, from the date of substantial
completion, against defects in workmanship and materials. Substantial completion shall
be no later than 6 months after screen and air burst system start up.
Quality Assurance
A. Air Burst System: System shall be supplied by an ISO 9000 Certified company, fabricated
by ASME Section IX Certified welders and the manufacture shall provide evidence of

experience in having supplied at least 25 assemblies of similar designs which have been in
successful service for at least 10 years.
Part 2 - Products
A. Compressor: Reciprocating type, 15 hp splash lubricated air compressor shall be furnished.
The air compressor shall have sufficient capacity to recharge the receiver from an
operating pressure 0 psi to 125 psi in less than 15 minutes. A 2 -year warranty shall be
provided on compressor parts. Compressor shall be equipped with a low oil level switch.
The compressor shall operate on 460vac, 3 phase, 60 hertz. The compressor shall be
manufactured by Saylor -Beale or approved equal. Compressor shall be mounted on the
receiver. The compressor shall be used to charge both the primary and auxiliary receivers.
B. Receiver: A 620 gallon, horizontal grasshopper style, ASME coded 200 psi receiver with a
4 -inch isolated pressure gauge, pressure switch, safety valve, and automatic drain shall be
provided. The receiver shall be sized to displace three screen volumes of air at the screen
during a backwash to provide suitable debris removal and cleaning. Two of three volumes
shall be delivered in the first one (1) second of the backwash cycle.
C. Air Burst PipePipe: A 4 -inch diameter HDPE DR17 pipe (4.5 -inch outside diameter) shall be
provided for the air burst pipe. The pipe shall be provided with spacers installed per the
manufacturer's recommendations, and shall be cased in a Schedule 40 steel pipe. Spacers
shall be Calpico P -SS or Owner -approved equal.
D. Operation: The system shall operate in MANUAL or AUTO mode. In manual mode the
backwash for each valve shall be initiated by a pushbutton, provided the system is powered
and the system has adequate air pressure. In the AUTO mode the air burst cycle is initiated
by the automatic timer. Upon backwash commencement, the first valve will open and
remain opened for a programmed period of time. In the MANUAL mode the backwash
is initiated by a push button.
