Re: Change Order #3, Road 68 Improvements Phase 2 and Interconnect Rd 68 Signals
Change Order No. 3 reflects the revisions to the Road 68 Improvements Phase 2 Project listed below. This
change order was requested by the City.
1) Crushed Surfacing Top Course (CSTC) was placed on Burden Blvd in July and August of 2014.
Three samples of this CSTC were tested on June 19, 2014, and all three tests failed the
gradation. These test results are attached for reference. Since the CSTC failed the testing, the
City decided to statistically evaluate the CSTC instead of rejecting all of the material. This
resulted in a Composite Pay Factor (CPF) of 0.79 which was found by evaluating the test results
in accordance with Section 1-06.2 of the WSDOT Standard Specifications for Road Bridge and
Municipal Construction (see attached calculation). Since the CPF was below 1.00 and greater
than 0.75 a price adjustment was calculated in accordance with Section 3-04.3(8) 2 of the
WSDOT Standard Specifications for Road Bridge and Municipal Construction. The formula for
price adjustment for Quality of Aggregate in Section 3-04.3(8) is as follows:
Aggregate Compliance Price Adjustment = (CPF-1.00)(Quantity of Material)(Unit Bid Price).
Therefore the Aggregate Compliance Price Adjustment =
(0.79-1.00)(1,832 SY)($4.20/SY) =-$1,615.82 (payment reduction).
The Following Table shows the quantity of CSTC that was paid for with each pay estimate to date. Before
future CSTC is placed, it will be re -tested for compliance.
