This change order was requested by the Contractor. 1) The contract documents originally included 40 working days for the ordering and delivery of all the signal and illumination equipment necessary for the project. Originally, the signal equipment was scheduled to arrive on or about June 16, 2014. Due to issues beyond the contractor's control (manufacturing and material availability) the actual date of arrival for the signal equipment was August 19, 2014. This was 42 working days later than originally scheduled. Per Section 1-08.3 of the project special provisions all work pertaining to the signal system, including pre-emption and interconnect on Rd 68 must be installed, tested, accepted and operational prior to commencing any civil work on Rd 68 in order to not impede or restrict emergency response. Due to the last delivery of the signal items, the contractor was not able to begin the signal work until August 201h, 2014 (the day after the arrival of the material) and was able to complete the necessary signal work by September 9, 2014. The installation took 7 less days than anticipated. Since they had to have the signal system operational prior to beginning the civil work on Rd 68, they were not able to begin the construction of the concrete curb medians along Rd 68 until September 10, 2014. In addition to the delay form the late arrival of the signal equipment the City requested that the concrete median down Rd 68 be constructed in three segments. The City requested this change in the construction to reduce the traffic impacts to the public due to the installation of the medians. This requirement will make the median installation take longer than originally anticipated. Due to this it is not possible for the contractor to complete the project within the 130 Working Days per the contract documents. Re: Road 68 Improvements Phase 2 (Request for Additional Time) Katherine: As you know the project completion date is September 16th. At this point, I am requesting additional time due to the late arrival of the required equipment. The contract required us to complete the Opticom installation before beginning any of the work on road 68 which also meant we had to have the cabinet changes made as well. The equipment required to complete this work was originally scheduled to arrive on or about June 161h at which time we were scheduled to begin. The actual date of arrival was on August 19`h due to various reasons with the manufacturing process and material availability. This is 42 days later than scheduled. We began the installation the very next day on the 20" and completed the required work on September 91h. As it turns out this is 7 days quicker than we had originally anticipated. This made up a very small portion of the time we have lost. There is no physical way for us to complete the project by the 16th of September. I am not requesting the entire 42 days to be added to our contract, however, I am requesting the 28 days that we had originally scheduled for the Road 68 work, plus 5 days for the time we will lose by splitting that work into 3 sections as we discussed, to limit the congestion for the traveling public. This puts the completion date at October 241h, 2014. We appreciate your consideration in this matter and will, of course do everything we can to shorten the requested completion date. .`.
