HEARINGS Administration of Oaths Hearings Scheduled Agenda for the Code Enforcement Board of the City of Pasco, Washington November 06,2014 at 7:00pm CEB2014-2149 919 W LEWIS ST-JOSE 0 ORELLANA, owner Rosanna Johnson, Code Enforcement Officer Description: Remove all signage around the property which pertains to or advertises any inactive or closed business. PMC 17.09.050 ( 1) Violation: Any sign, including s upport frames, now or hereafter existing which no longer advert ises a bona fide business conducted, or a product sold o r service rendered. (2) Corrective Action: Remove the advertising copy by painting or coating out within 30 days. All sign frames and supports of abandoned signs must be removed within one year of the date of abandonment o r business c losure. Description: Failure to maintain planting strip with live vegetation and free of weeds and litter. PMC 25.75.110 (1) (I) Violation: Failing to maintiain landscaping and/or screening free of weeds and trash and not providing, protecting, and permanently maintaining all landscaping material, areas and plants in a healthy, growing condition, replac ing it when necessary. (2) Corrective Action: Remove and lawfully dispose of a ll weeds and trash and replace any dead/dying plants and other vegetation . Restore and maintain the p lanting strip withlive vegetation in comp li ance with the provisions described above. Description: Weeds and litter throughout parking lot and planting areas. PMC 25.78.090 (7) (I) Violation: Failing to maintain a parking lot and/or keep it free of weeds and litter. (2) Corrective Action: Provide regular maintenance for the parking lot. Maintenance shall include trash and weed removal, the repair of traffic control devices, signs, light standards, fences , sur facing materia ls , curbs, landscaping, and drainage facilities. Description: We eds in excess of twelve inches and dead/dry which pose afire hazard. (REPEAT) PMC 9.60.030 (1 6) (I) Violation: Weeds, noxious weeds, g rass, and other vegetat ion wh ich constitutes a fire hazard, encroaches on s idewalks or CEB Agenda Page l of2 n eighboring properties, is damaging public impr ovemen ts, impairs the v ision of traffic s igns or s ig nals , and/or has reached a he ig ht o ftw elve inches (12 "). (2) Corrective Action : Eradicate weeds by chemicals, cuttin g or other acceptable means so that they d o not exceed twelve inches (12"), e ncroach on neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by th e root must be removed from the property and la wfully disposed of. ADOPTION OF MINUTES: MEMBERS ABSENT Board Member Duncan moved, seconded by Board Member Gutierrez, that the minutes of the September 4 , 2014 meetings be approved as mailed. The motion carried unanimously. D . DETERMINATION HEARINGS: Chairperson Gottschalk explained the procedure and purpose for the meeting, noting that the City of Pasco was the Petitioner and property owners and their authorized representatives who had appeared to discu ss the alleged violations ofthe Pasco Municipal Code were the Respondents. a. Administration of Oaths Troy Hendren, Inspection Services Manager, asked that a ll City s taff, respondents and any witnesses who had appeared to offer testimony before the Board be sworn to truthfulness. Chairperson Gottschalk asked the audience if there were any objections to any Board Member hearing any matter. There were no objections . All City staff, respondents and w itnesses who wished to provide testimony before the Board were sworn to truthfulness. b. Hearings Schedu led Chairperson Gottschalk advised that the Board was now ready to proceed with the heari ngs and asked the City to begin presentation of the cases to be heard. c. Amendments 1. City of Pasco vs. Figueroa, Jose & Cynth ia, case number CEB2014-1479, for the property located at 909 N Beech d. Di smi ssals 10022014 CEB Minutes Page 1 of2 e. Motion Board Member Speer made a motion to approving Resolution No. 2014-010 as amended, Board Member Glatt seconded. The motion carried unanimously . E. STAFF REPORT AND OTHER BUSINESS: F. (2) Status Report Code Enforcement Inspections, September, 2014 This report lists all inspections performed by individual staff for the month. To be counted as an "inspection" a written "correction notice" must have been issued as a result of the initial inspection. (3) Pasco Rental License Program This report tracks progress in the annual licensing of rental units.
