ROBERT METZGER, being first duly sworn upon oath, deposes and
says:
1. That I am over the age of eighteen years of age, a citizen of the United States, and
competent to testify as a witness regarding the matters stated herein;
2. That I am the Police Chief for the City of Pasco, County of Franklin, State of
Washington, Police Department;
3. That I am responsible for all operations, administrative and otherwise, of the Pasco
Police Department and that one of my duties is to maintain on file the current rate
sheets, i.e. posted rates of those towing companies used by this Department pursuant
to RCW 46.5 5.113 and PMC 10.18 et. seq.;
4. That attached and incorporated herein by this reference are true and correct copies of
the rate sheets on file with this department and I ask the Court to take notice that these
fees are posted rates for towing and impound companies in the City of Pasco.

Class A— Trucks that are capable of towing and recovery passenger cars, pickup trucks, small trailers, or equivalent vehicles.
Class 8— Trucks that are capable of towing and/or recovery medium size trucks, trailers, motor homes, or equivalent vehicles.
Class C— Trucks that Oro capable of towing and /or rocovory largo trucks, trailers, buses, motor homes, or similar vehicles.
Class D— Trucks that are equipped for and primarily used as "wheel lift" trucks.
Class E— Trucks designed and intended to transport vehicles o itiroly on truck bed.

(2) Impounded hourly rate — First hour charge plus additional charge to nearest 114 hour.
(3) Storage rate — Charged to nearest 1/2 day from the time vehicle arrives at storage area.
Storage (per day) — Operators on WSP rotation must charge single rate regardless of whether vehicle Is stored Inside or outside.
No other rates or charges may be made other than those prescribed on this form.
Other required services which may be subcontracted by the tow operator are not
