That I am over the age of eighteen years of age, a citizen of the United States, and competent to testify as a witness regarding the matters stated herein; 2. That I am the Police Chief for the City of Pasco, County of Franklin, State of Washington, Police Department; 3. That I am responsible for all operations, administrative and otherwise, of the Pasco Police Department and that one of my duties is to maintain on file the current rate sheets, i.e. posted rates of those towing companies used by this Department pursuant to RCW 46.5 5.113 and PMC 10.18 et. seq.; 4.
