This Administrative Order is effective September 15, 2014 and supersedes Administrative Order
No. 55, dated 3/27/87.
I. PURPOSE:
In general, employees identified as first -aid trained for the purposes of meeting this
requirement do so as "collateral duty," in that providing first -aid or other medical
assistance is not their primary job assignment.
II. DEPARTMENTS AFFECTED:
This policy applies to all personnel whose job responsibilities require them to be first -aid
trained in accordance with WAC 296 - 800 -150, First -Aid.
III. REFERENCES:

IV. DEFINITIONS:
CPR: Cardiopulmonary resuscitation for emergency cardiac care.
First Aid: Emergency care or treatment given to an injured person until medical aid is
available.
Basic First Aid Provider: Employees who routinely work at remote locations where
medical facilities are more than three to five (3 to 5) minutes away (from emergency
medical services).
Occupational Exposure: Refers to reasonably anticipated skin, mouth, other mucous
membrane, non - intact skin or parenteral exposure to blood or other potentially infectious
materials that result from the performance of an employee's duties. Personal Protective
Equipment (PPE) is required to be worn when a potential occupational exposure exists.
Hazard Determination: Any and all communicable diseases and bloodborne pathogens;
any hazards associated with the scene (e.g., water, electricity, traffic, etc.); and any
hazards associated with the trauma (e.g., seizures, combativeness, etc.).
Exposure Incident: Refers to a specific exposure to the eye, mouth, other mucous
membrane, non- intact skin or parenteral exposure to blood or other potentially infectious
material that results from the performance of an employee's duties. A medical follow -up
is required pursuant to an exposure incident (refer to Bloodbome Pathogen Exposure
Form in Administrative Order No. 355). Also contact the Captain/Paramedic, Emergency
Medical Services Officer at 543 -5702 to inquire if additional requirements are needed.
V. POLICY
A. Documentation
i. Each employee who completes the sponsored First- Aid/CPR course will receive
a First- Aid/CPR card which serves as documentation. In addition, Human
Resources will maintain training records for all required city staff and can
arrange for replacement of lost First- Aid/CPR cards.
ii. Accurate records shall be documented at all locations regarding personal
injuries occurring at the workplace and forwarded to the Risk Manager. Refer to
the Incident Report Form in Administrative Order No. 351.
B. First Aid Kits
i. First Aid Kits will be maintained at each location and in each city vehicle
(where applicable). The kits will be replenished as necessary, and will not be
sent to an assignment in a depleted condition.
C. Eyewash Stations
i. Where the eyes or body of any employee may be exposed to injurious corrosive
materials, suitable facilities for quick drenching or flushing of the eyes and body
will be provided within the work area for immediate emergency use. This will
include, but is not limited to, portable and fixed emergency eyewash stations.
ii. Where installed, eyewash stations will be inspected weekly to ensure proper
emergency operation. Damaged or faulty equipment must be repaired
immediately. When equipment is damaged, activities that might potentially
require the use of the emergency stations must be ceased until repairs are made
or suitable temporary replacement emergency station must be installed.
