HomeMy WebLinkAbout1850 OrdinanceORDINANCE NO. 13-00 AN ORDINANCE RELATING TO THE CITY WATER AND SEWER RATES, AMENDING PASCO MUNICIPAL SECTIONS 13.20.020 THROUGH 13.20.060, ADDING NEW SECTION 13.20.070 AND 13.20.080 AND AMENDING PASCO MUNICIPAL CODE SECTIONS 13.40.020 THROUGH 13.40.040 AND ADDING NEW PASCO MUNICIPAL CODE SECTIONS 13.40.050 AND 13.40.060; AND REPEALING ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH THE CITY COUNCIL OF THE CITY OF PASCO DOES ORDAIN AS FOLLOWS: Section 1. Pasco Municipal Code Section 13.20.020 and any ordinances in conflict herewith are hereby amended to read as follows: 13.20.020 Single Family Dwelling Unit - Minimum Monthly Rate. The following shall be the minimum monthly amount charged to single family dwelling unit accounts inside the corporate limits of the City for water service where such service is furnished through a separate meter for each individual dwelling unit. This minimum rate shall provide for a maximum consumption of 500 cubic feet of water. 3/4 inch $3.75 1 inch $5.50 Section 2. Pasco Municipal Code Section 13.20.030 and any ordinances in conflict herewith are hereby amended to read as follows: 13.20.030 Multiple Dwelling Unit, Irrigation and Commercial -- Minimum Monthly Rate. The following shall be the minimum monthly amount charged to multiple dwelling units, irrigation and commercial accounts inside the corporate limits of the City for water service. This minimum rate shall provide for a maximum consumption of 500 cubic feet of water. 3/4 inch $ 5.00 1 inch $ 7.50 1 -1/2 inch $10.50 2 inch $15.00 3 inch $20.00 4 inch $29.00 6 inch $45.00 8 inch $62.50 Section 3. Pasco Municipal Code Section 13.20.040 and any ordinances in conflict herewith are hereby amended to read as follows: 13.20.040 Other Minimum Monthly Rates. The following shall be the minimum monthly rate charge on a per dwelling unit basis for all Federal Housing units and for each person who shall show satisfactory proof to the City Finance Director that he or she or they are: The monthly rate shall be $1.25 per dwelling unit. a) Are at least 65 years of age or are totally and permanently disabled and b) have a minimum annual income from all sources of less than $4,000 if single and less than $6,000 (combined income) if married and c) is the single occupant or head of household and d) is directly responsible for payment of the water bill or will be directly granted proper credit resultant from this provision and e) has resided at such place or residence for a period of not less than 90 consecutive days. This minimum monthly rate shall provide for a maximum consumption of 500 cubic feet of water. Section 4. Pasco Municipal Code Section 13.20.050 and any ordinances in conflict herewith are hereby amended to read as follows: 13.20.050 Monthly Rate for All Classes of Users of Water Consumed Beyond that Provided by the Minimum Rates (500 cubic feet) . First 500 cubic feet (0 -500) minimum billing Next 1000 cubic feet (501 -1500) $0.29 per 100 cubic feet Next 1500 cubic feet (1501 -3000) $0.23 per 100 cubic feet Over 3000 cubic feet (3001 and up) $0.17 per 100 cubic feet Section 5. Pasco Municipal Code Section 13.20.060 and any ordinances in conflict herewith are hereby amended to read as follows: 13.20.060 Fire Hydrant Rental. A fee of $15.00 per hydrant per year shall be charged as rental for all hydrants inside the corporate limits of the City where such hydrants are directly connected to the municipal water system. Section 6. A new Section 13.20.070 is hereby added to the Pasco Municipal Code and this amends any previous ordinances that are in conflict herewith. 13.20.070 Tank Water. All tank and temporary dust control water shall be obtained only after securing permission from the Assistant Director of Public Works or his authorized assistants. Charges for such water shall be at the rate of $0.50 per 1000 gallons inside the corporate limits of the City. If the source of such water is to be a fire hydrant there shall be a deposit of $100 dollars and an installation and removal fee of $25.00. In no case shall water be with- drawn from the hydrant until the City has installed a flow meter and valve. The deposit shall not be refunded until the City has satisfied itself that all payments have been received for consumption and damage to the meter and valve. Section 7. A new Section 13.20.080 is hereby added to the Pasco Municipal Code and this amends any previous ordinances that are in conflict herewith. 13.20.080 Rates Outside the Corporate Limits of the City. Rates for water service and use outside the corporate limits of the City shall be computed as set forth in Pasco Municipal Code Sections 13.20.010 through 13.20.070 with the addition of a 50% surcharge added thereto. Section 8. Pasco Municipal Code Section 13.40.020 and all ordinances in conflict herewith are hereby amended to read as follows: 13.40.020 Dwelling Unit Monthly Rate. The monthly rate for each dwelling unit within the corporate limits of the City shall be $3.75 per month. Section 9. Pasco Municipal Code Section 13.40.030 and all ordinances in conflict herewith are hereby amended to read as follows: 13.40.030 Hotel and Motel Monthly Rate. The monthly rate for hotels and motels within the corporate limits of the City shall be $0.75 per unit per month. Section 10. Pasco Municipal Code Section 13.40.040 and all ordinances in conflict herewith are hereby amended to read as follows: 13.40.040 Commercial Monthly Rates. The monthly sewer amounts charged to commercial accounts inside the corporate limits of the City shall be $4.25 minimum plus $0.07 per 100 cubic feet for all water used over 5000 cubic feet per month. Section 11. Pasco Muncipal Code Section 13.40.050 is hereby added to the Pasco Municipal Code and all ordinances in conflict herewith are hereby amended to read as follows: 13.40.050 Other Monthly Rates. Section 13. Severability Clause. If any section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be invalid, such decision shall not effect the validity of the remaining portions of this ordinance. CHAPTER 13.40 - SEWER RATES AND CHARGES 1. Dwelling Unit Monthly Rate The monthly rate for each dwelling unit within the corporate limits of the city shall be $3.75 per month. 2. Hotel and Motel monthly Rate The monthly rate for hotels!and motels within the corporate limits of the city shall be $0.75 per unit per month. 3. Commercial Monthly Rates - The monthly sewer amounts charged to commercial accounts inside the corporate limits of the city shall be $4.25 minimum plus $0.07 per 100 cubic feet for all water used over 5000 cubic feet per month. 4. Rates Outside the Corporate Limits of the City Rates for sewer service and use outside the corporate limits of the city shall be computed as set forth in the first .3_r sections of this ordinance with the addition of a -50% surcharge added thereto.
