WHEREAS,the r" red by State law to determine that adequate provisions are made in each silt- - 'ler division of property used for residential purposes, includintr''- is;and ``e Sao. 1 has by letter of January I I, 2011, placed the City population, it is unable to accommodate additional students that of residential housing and has by Resolution No. 809 adopted its Pasco aclities Plan demonstrating the need for additional classrooms to meet the —Al of students residing within the new development areas of the City; and WHEREAS, in February 2012 the City amended the Comprehensive Land Use Plan of Pasco by incorporating the Pasco School District's 2011-2017 Capital Facilities Plan into it;and WHEREAS, in March 2012 the City adopted School Impact Fees through Ordinance 4046 reflective of the cost per student for new facilities as described in the District's 2011-2017 Capital Facilities Plan;and WHEREAS, the City and the Pasco School District have adopted an Interlocal Agreement that requires the District to submit an update of the Capital Facilities Plan every two years;and WHEREAS, the Interlocal Agreement requires the City to consider the update of the District's Capital Facility Plan and if appropriate, incorporate the update into the City's Comprehensive Land Use Plan: and WHEREAS, the City has reviewed the revised information contained in the update of the District's 2011-2017 Capital Facilities Plan;and WHEREAS, the City Council after due consideration of the District's request that the City continue to collect School Impact Fees as calculated by the 2011-2017 School District Capital Facilities Plan and as approved by Ordinance 4046; NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PASCO: Incorporates the 2014 Update of the Pasco School District's Capital Facilities Plan into the City of Pasco Comprehensive Land Use Plan.
