HomeMy WebLinkAboutN-274 - TerminationCITY OF PASCO ADMINISTRATIVE ORDERS Administrative Order No. 274 Personnel Policies & Procedures Subject: Termination Initial Effective Date: June 27, 1978 Revised 1/ / 4 Approved This Administrative Order is effective January 27, 2014, and supersedes Administrative Order No. 2 dated 6/27/78. I. PURPOSE: To clarify the authority and process to terminate persons from employment with the City of Pasco. II. DEPARTMENTS AFFECTED: All III. POLICY: The authority to terminate employees is dependent upon the employee's status with the City. A. SeasonalA mporary emulovees: The Division Manager shall have the authority to terminate seasonal/temporary employees for cause. The Division Manager shall notify his/her Director of his intent to and reasons for terminating an employee and shall also notify Human Resources of the reasons for any planned termination. A request for a Personnel Action Form shall be initiated. B. Probationary emplp ovees: The Division Manager shall secure the approval of his/her Department Director and shall also advise Human Resources of the reasons and planned effective date of a probationary termination before notifying the employee of the termination.. A request for a Personnel Action Form shall be initiated. C. Regular employees, FT/PT: Only the City Manager, or his designee, is authorized to terminate a regular full time or regular part time employee (see IV. Procedure) IV. PROCEDURE: For Regular Full Time/Part Time Employees: A. The Department Director shall hold a pre - termination (Loudermill) hearing with the employee regarding the Director's intent to recommend termination. At this meeting the employee shall have the opportunity to explain his/her actions. B. After consideration of the employee's statements, if the Department Director believes termination is warranted, s/he shall make written recommendation to the City Manager. C. The City Manager shall hold a pre - termination hearing with the employee in question at which the employee is given the opportunity to "tell his side of the story." D. After consideration, the City Manager will make his decision. A second meeting with the employee in question will be held at which the City Manager will notify the employee of his decision. E. Once the City Manager has notified the employee of termination, if that is the decision, Human Resources will complete the termination process. Administrative Order No. 274 — Termination Page 2
