HomeMy WebLinkAboutN-248 - Unemployment CompensationCITY OF PASCO ADMINISTRATIVE ORDERS Administrative Order No. 248 Personnel Policies & Procedures Subject: Unemployment Compensation Initial Effective Date: March 21, 1984 Revised 1/2 Approved This Administrative Order is effective January 27, 2014, and supersedes Administrative Order No. 44, dated 3/21/84. I. PURPOSE: The purpose of this order is to establish a policy and process for handling unemployment compensation claims filed with the Washington Employment Security Department. II. DEPARTMENTS AFFECTED: All I1I. REFERENCES: RCW 50.20 et al IV. POLICY: A. Separated employees may be eligible for unemployment benefits depending on their length of employment and the circumstances in which they separated their employment with the City. Their eligibility will be determined by an Employment Security Department (ESD) adjudicator. The City is responsible for responding to Employment Security in a timely manner and providing information requested by the ESD in the format required. B. The City of Pasco does not pay ongoing state unemployment taxes; rather, as a public entity the City is considered a "reimbursable" employer. That means, that the City pays, quarterly, the actual amount of unemployment compensation claimed by the former employee, as assigned to the City as the employer. V. PROCEDURE: A. Department Directors /Division Managers are to keep Human Resources informed of employee separations, the reason for the separation and eligibility for re -hire (in the case of seasonal employees). B. All Notice to Employer forms and documents are to be routed to Human Resources for completion and filing with the Employment Security Department. C. If the Employment Security Department determines the separated employee is eligible for unemployment and the City concurs with that decision, no further action is needed. D. If the City does not agree with an eligibility decision, Human Resources will file an appeal in accord with the rule of the Employment Security Department. E. Department Directors are provided copies, on a quarterly basis, of the claims filed by separated persons from their departments. Directors need to review those documents carefully to determine if the information is correct. Concerns or discrepancies are to be forwarded to Human Resources as soon as possible for further inquiry/investigation. Administrative Order No. 248 — Unemployment Compensation Page 2
