October 23, 2013 I. 5:15—CALL TO ORDER: II. 5:15—ROLL CALL: Dan Stafford, Marilynn Baker, Tom Brandon present; Malin Bergstrom arrived later; Devi Tate, absent (excused). III. APPROVAL OF MINUTES: September 11, 2013 Motion by Tom Brandon, seconded by Marilynn Baker. Minutes unanimously approved. IV. 5:20—OLD BUSINESS: A. None V. PUBLIC HEARINGS: A. Historic Preservation Plan (MF# PLAN 2012-004) Staff presented the report and PowerPoint slideshow. Commission chair Stafford opened the hearing to the public; Mr. Jacob Gonzales from Desert Pleateau subdivision spoke in favor of the planning effort, saying he was "really excited about the document itself," but suggested that there be more of a public outreach. Prompted by Commissioner Baker he stated that he found out about the meeting through the City website; was disappointed that the announcement was not on flyers in local neighborhoods and restaurants, through social media (Twitter, Facebook), Tri-City Herald and DPDA website. Commission Chair Stafford agreed, noting that sometimes the only notification is in legal ads. After three calls Commission Chair Stafford closed the hearing. Commissioner Brandon expressed appreciation to staff and the Consultant, and spoke in favor of the Plan. Commissioner Bergstrom seconded Commissioner Brandon's comments. Commissioner Baker invited Ms. Judy Beeler from 504 N 61h Ave to speak about her railroad house at 712 W Yakima St. and her current house, as well as the positive community structure in downtown Pasco. Commissioner Brandon made a motion to recommend approval of the Historic Preservation Plan by City Council. Commissioner Bergstrom seconded the motion. The motion was approved unanimously. Staff advised the Commission that the Plan would be presented to the City Council in a workshop on October 281h 2013, followed by consideration for action in its regular meeting on the 4th of November, 2013. Commissioners Baker and Stafford expressed appreciation for efforts by the Consultant Teresa Brum and staff. VI. WORKSHOP: A. None VII. 5:40—OTHER BUSINESS: A. None VIII. 5:45—ADJOURNMENT
