MINUTES
FEBRUARY 7, 2013
CALL TO ORDER:
The meeting was called to order at 5:30 p.m.

MINUTES OF PREVIOUS MEETING:
Mike moved to approve the minutes of the January 3, 2013 meeting. Edmon seconded. Motion
carried unanimously.
STAFF REPORTS:
Recreation
• Little Kickers program expanded and is currently full with 10 kids
• Winter league Volleyball (new in Jan -Feb) has 6 teams
• Spring league Volleyball is already full with 12 teams
• Co -op with Richland for computer classes is going very well
• GeoCoin Challenge planning for 2013 is underway and the theme is "The Old and The
New"
• New program - Archery with Ranch and Home, is going well
• Looking at offering an Ultimate Frisbee program this summer (Vince and Nolan)
• Shared the marketing pieces for the 2013 Quinceanera Expo
• Informed board of the partnership with Richland and Kennewick to build a swim lesson
program that everyone would use
• Coming up: Gluten Free Baking, Art of Egg Dyeing, Spring Break Tennis and Basketball
Camp
• Starting production of Summer Recreation Guide
Senior Center
• Shared the ALTC spreadsheet for January 2013
Maintenance
Personnel Activity
• Attended Monthly Safety Meetings
• Pesticide Seminar
Park & Facility Projects
• Burned tumbleweeds
• Ice Removal
• Re- lamped Golf Sheds
• Repaired roof leak at Senior Center
• Installed Safety cover on Memorial Pool
• Repaired equipment for the season
Cemetery
• Performed 11 funerals, 9 burials and 2 cremations
• Completed 6 pre -need contract, installed 5 stones
OTHER:
Spray Parks:
Board discussed the memo from Rick Terway explaining Health Department regulations
relating to spray park locations.
MOTION: Edmon moved to approve the spray park location recommendations as outlined
in the memo. Duane seconded. Motion carried unanimously.
Swim Lesson Schedule:
Carleen explained 4 options for aquatics schedules at Memorial Pool for 2013. Board
preferred Option 2 with 5 -6 pm lap swim and a 2 -hour evening swim session.
Impact Fees /Park Districts:
Rick explained the city's current park impact fee of $709.00 does not reflect the actual cost
of constructing a park and the amount is less than the park impact fees collected by the
other cities.
Rick also explained that decreasing the number of park districts would allow more
productive use of the park funds.
MOTION: Abigail moved to support increasing the Park Impact Fee to $800.00 and
consolidation of Park Districts. Edmon seconded. Motion carried unanimously.
