HomeMy WebLinkAboutN-261 - Evacuation PlanCITY OF PASCO ADMINISTRATIVE ORDERS Administrative Order No. 261 Personnel Policies & Procedures Subject: Evacuation Plan Initial Effective Date: May 1, 2013 Revised Approved This Administrative Order is effective May 1, 2013 and supersedes Administrative Order No. 77 dated 8/26/99 and 3/22/99. I. PURPOSE: To provide rules and guidance for the evacuation of City buildings in the event of an emergency. II. DEPARTMENTS AFFECTED: WI III. DEFINITIONS: A. Emergency Evacuation Events: Include, but are not limited to, Fire Hazardous Material Leaks Bomb Threats Hostage Situations Earthquakes Energy System Failure B. Emergency Warning System: The primary warning system for any emergency event affecting the Pasco City Hall is the fire alarm system. The alternate warning system will be by verbal command. Any employee given authority by the City Manager or Chief of Police may initiate an evacuation by verbal command. Such command shall not be questioned until the employees have assembled in their designated "Area of Assembly." IV. POLICY: Each emergency event will have unique circumstances which require employees to exercise good judgment when responding to emergency situations. Emergency event procedures are intended to protect both life and property; however, protection of life is always the first priority. All employees are to be trained and drilled on the following procedures to ensure safe and responsible evacuation of the buildings. Individuals found guilty of intentionally causing false alarms whether by verbal command or by setting off the alarm system will be disciplined. Such discipline may include termination and prosecution under criminal laws. V. RESPONSIBILITIES: The following and the procedures are the responsibility of the department directors and division managers: A. Training, review and drilling on the procedures. B. Annually appoint the "Designated Employee" who will be responsible for knowing who was in their work division/work area prior to an emergency event and confirming those persons have evacuated the building. The "Designated Employee" shall also be responsible for ensuring that bathrooms are checked and evacuated. C. Appointment of at least one "Exit Door Monitor" for each door of the facility. Each department in City Hall shall be responsible to provide an exit door monitor; A &CS shall provide two. Exit Door Monitors will be responsible for keeping employees and the public out of the building during and after evacuation. They will be relieved of duty when so instructed by a firefighter or when all employees are instructed to return to the building. VI. PROCEDURES: A. Evacuation of all City Buildings: 1. When you hear the alarm, or are notified by other means of an evacuation order, prepare to leave the building immediately. Take only your personal valuables. Do not stop to answer the telephone or to make any calls 2. Each employee will be responsible for making sure critical materials assigned to him/her are locked up and storage vaults are closed. Evacuation Routes a. Primary Route: Always exit by the nearest doorway. The correct exit from your work area is depicted on the evacuation map posted near your entrance. b. Secondary Route: If the primary route is obstructed or blocked, the secondary one will be the one to follow. Evacuation of City Hall: In the event of an emergency evacuation of City Hall, the following rules must be observed. 1. Follow the primary evacuation route to exit through the east parking lot to the "Area of Assembly" east of the east parking lot. Close all doors. 2. Use the stairs. Do not use the elevator. 3. Guide any visitors from your area out of the building to the "Area of Assembly." 4. Assist any disabled employees /visitors to negotiate the stairs and evacuate the building. 5. Evacuation routes are noted on the attached map. Use the closest exit door and proceed around the building to the "Area of Assembly" in the east field. 6. Remain in your designated "Area of Assembly" until released by your supervisor (check map for your specific area). Do not evacuate to the sidewalks on the west or north sides of City Hall. Do no leave the premises, wait in your vehicle in the parking lot or re -enter the building until instructed to do so by Your supervisor. C. Evacuation of the Senior Center: In the event of an emergency evacuation of the Senior Center the following rules must be observed. 1. Staff should check restrooms and other rooms along the exit route for visitors and assist all persons in exiting the building. 2. As employees move toward the exits, they should close doors to all rooms in passing as time allows. 3. Employees shall follow the primary evacuation route posted nearest their location, or if danger is located along that route, use the secondary route. 4. All employees and visitors will report to the "Area of Assembly" which is at the east end of the parking lot, toward 5a' Avenue. At that time the "designated" employee shall confirm that all employees and visitors from the Senior Center are present and accounted for. 5. Do not re -enter the building until instructed to do so by the Fire Department officer in charge. Administrative Order No. 261 — Evacuation Plan Page 3 6. General Requirements: a. Persons working in the Senior Center should be familiar with the location and use of all fire extinguishers within the building. b. Persons working within the Senior Center are responsible for ensuring that exit ways are maintained clear and unobstructed at all times. D. Evacuation of Outlying City Facilities: In the event of an emergency evacuation of your building the following rules must be observed. When evacuation is required, employees shall proceed to the nearest exit in the building. Close all doors. If danger is located in the primary exit route, proceed to a second emergency exit. 2. The "Designated Employee(s)" will be responsible for determining who was in the building prior to the evacuation order. An "Exit Door Monitor" must be assigned to the main entrance to the facility. The "Monitor" will be responsible for keeping employees and the public out of the building relieved of duty by a firefighter or supervisor. 3. When evacuating the building, employees should look around for out of place/suspicious items. If any such items are identified, the supervisor at the assembly area is to be notified. 4. Staff is to provide evacuation assistance to visitors and employees in need. 5. Employees and the public are to meet at the "Area of Assembly" identified for their specific facility — as noted below. The "Designated" employee shall confirm that all employees and visitors from the work area are present and accounted for. 6. Employees and visitors are to remain in the "Area of Assembly" until released by your supervisor. Do not re -enter the building until instructed to do so by your supervisor or the Fire Department. Threat Response: Upon receipt of a suspicious package or a threat from any source (e.g., individual or group by telephone, note, letter, e-mail, in person) the person receiving the threat shall immediately notify his/her supervisor or department director. If neither is available, the recipient of the threat shall notify the City Manager. 2. The manager /director who is notified of the threat will make the determination whether to call 911 and inform dispatch of the threat. 3. In all cases when a threat is received, the City Manager and the Chief of Police shall be notified. The City Manager /acting City Manager or, in their absence, the Chief of Police shall make the determination to evacuate if needed. 4. If evacuation is ordered, the person who first received the threat will report to the east parking lot in order to respond to questions from emergency services personnel. 5.
