ACTION REQUESTED OF COUNCIL / STAFF RECOMMENDATIONS: 02/11: MOTION: I move to award the low bid for the Commercial - Kahlotus Sanitary Sewer Lift Station Project to Watts Construction, Inc. in the amount of $1,003,252.21, including applicable sales tax, and further, authorize the Mayor to sign the contract documents. III. FISCAL IMPACT: Sewer Fund IV. HISTORY AND FACTS BRIEF: A) This project will provide the City with an automated sewer lift station capable of interfacing with the City's SCADA system, three force main pipelines, and other incidental work to make the project a complete and functioning system. Portions of a dry forcemain along Commercial Avenue, including a crossing under US -12, were constructed as part of a previous project. B) The project was advertised on December 30, 2012, January 6, 2013 and January 13, 2013, with a bid opening on February 5, 2013. C) The lift station will provide sanitary sewer access to approximately 2,000 acres of industrial zoned land, including 500 acres of industrial land recently annexed. V. DISCUSSION: A) On February 5, 2013, the City received seven (7) bids for the project. The low bid was received from Watts Construction, Inc. in the amount of $1,003,252.21, including applicable sales tax. The second lowest bid was received from Columbia Energy in the amount of $1,010,787.47, including applicable sales tax. B) The Engineer's Estimate provided by the City's consultant (CH2M Hill) was $1,008,737.00, including applicable sales tax.
