HomeMy WebLinkAbout3452 ResolutionRESOLUTION NO. 3 qS-2 - A RESOLUTION ACCEPTING THE PLANNING COMMISSION'S RECOMMENDATION AND APPROVING A SPECIAL PERMIT FOR THE LOCATION OF A MEDICAL RECORDS STORAGE BUILDING AT 414 W NIXON STREET WHEREAS, Lourdes Medical Center submitted an application for the location of a medical records storage building in an R -3 (Medium- Density Residential) Zone (Parcel No. 112- 051 -271; Lots 7 & 8, BLK 1 of Sylvester Park Addition and the West 50' of the East %z of BIock "A" Gerry's Addition); and, WHEREAS, the Planning Commission held a public hearing on November 15, 2012 to review the proposed medical records storage building; and, WHEREAS, following deliberations on December 20, 2012 the Planning Commission recommended approval of a Special Permit for a medical records storage building with certain conditions; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: 1. That a Special Permit is hereby granted to Lourdes Medical Center for the location of a medical records storage building in an R -3 (Medium - Density Residential) Zone under Master File # SP 2012 -024 with the following conditions: a) The special permit shall apply to Parcel No. 112 - 051 -271 and /or applicable parcel revisions or deletions. b) The structure shall be designed to minimize adverse aesthetic impacts to existing residential structures found in the immediate R -3 Zoning District, and to exhibit an acceptable degree of compatibility with the adjoining hospital use. Design features shall at a minimum include the following, in order to achieve the above - stated objective: 1. Minimum 4:12 roof pitch 2. Minimum 2 -foot eaves. 3. A minimum of 30% fenestration on the north fagade. 4. A minimum 6' deep architectural bump -out or room extension feature on the north facade to minimize the "wall" effect in the front yard. 5. A minimum of 3 architectural features on each fagade such as varying colors and materials, brick, architectural block, and /or stucco. c) The site shall be developed and landscaped in the north, east, and west yard areas according to City of Pasco commercial design standards for the area (PMC 25.75.050(3)), and shall include an automatic irrigation system. d) The special permit shall be null and void if a building permit has not been obtained by June 1, 2014.
