A RESOLUTION ACCEPTING THE PLANNING COMMISSION'S
RECOMMENDATION AND APPROVING A SPECIAL PERMIT FOR THE LOCATION OF
A CHURCH AT 527 W BONNEVILLE STREET
WHEREAS, Pasco Bible Missionary Church submitted an application for the location of
a Church in a C -1 (Retail Commercial) Zone (Parcel No. 112- 053 -233; LOTS 17 TO 19, BLOCK
8, GERRY'S ADD); and,
WHEREAS, the Planning Commission held a public hearing on November 15, 2012 to
review the proposed church; and,
WHEREAS, following deliberations on December 20, 2012 the Planning Commission
recommended approval of a Special Permit for a church with certain conditions;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
1. That a Special Permit is hereby granted to Pasco Bible Missionary Church for the location of
a church in a C -1 (Retail Commercial) Zone under Master File 4 SP 2012 -025 with the
following conditions:
a) The special permit shall apply to parcel 112- 053 -233;
b) The church must comply with all requirements of the International Building Code
(IBC) for an "A" occupancy prior to occupancy by the church;
C) Any residential uses shall be restricted to the second floor of the building, as per
PMC 25.42.040(1).
d) The building, including entrances and restrooms, must be ADA- compliant prior to
occupancy by the church;
e) Sufficient on -site parking must be provided for the maximum possible occupancy
based on the capacity of the main worship area.
f) The church shall not object to the transfer, renewal or issuance of a liquor license
for an existing or new establishment within 1,000 feet of the property;
g) Any and all required improvements, with exception of those required for the IBC
shall be completed by November 30, 2013;
h) This special permit shall be null and void if a City of Pasco Occupancy Registration
is not obtained by November 30, 2013.
