PMC 9.60.030 (16) (1) Violation: OVERGROWN LOT WITH WEEDS, UNDERBRUSH AND VEGETATION THAT IS AN EXTREME FIRE HAZARD. LIMB DEBRIS BLOCKING CITY RIGHT OF WAY (SIDEWALK) Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals, and /or has reached a height of twelve inches (12 "). (2) Corrective Action: THIN AND REMOVE ALL DEAD UNDERBRUSH, WEEDS AND VEGETATION TO ELIMINATE THE FIRE HAZARD. REMOVE ALL LIMB DEBRIS FROM CITY RIGHT OF WAY. Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12 ") encroach on neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the property and lawfully disposed of Description: Property has trash and junk throughout. Items of trash/junk are also being stored in vehicles on the property which are not approved containers. PMC 9.60.030 (6) (1) Violation: Any parcel within the City which is filthy, littered or trash - covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. (2) Corrective Action: Keep animals on your property at all times and prohibit them from damaging or depositing fecal matter on other properties. (2) Corrective Action: Renew your City of Pasco rental license and pay all outstanding fees and late fees. Licenses are to be renewed annually on the first regular business day of January, but in no case later than the last regular working day of February each year. ADOPTION OF MINUTES: Board Member Gutierrez moved, seconded by Board Member Duncan, that the minutes of the August 2, 2012 meeting be approved as mailed. The motion carried unanimously. D. DETERMINATION HEARINGS: No hearings were scheduled. a. Administration of Oaths No hearings were scheduled. b. Hearings Scheduled No hearings were scheduled. c. Amendments i. City of Pasco vs. Gutierrez, Maria case number CEB2012 -2502 for the property at 920 N Elm Ave This case was continued to the October 4, 2012 meeting. d. Dismissals e. Motion Board Member Duncan made a motion to approving Resolution No. 2012 -09 as amended, Board Member Gutierrez seconded. The motion carried unanimously. E. STAFF REPORT AND OTHER BUSINESS: Mitch Nickolds, Inspection Services Manager, explained that 168 cases had been managed on the resolution. The majority of those cases were dismissed, indicating most property and business owners brought their properties into compliance as required. F. ADJOURNMENT There being no further business before the Pasco Member Speer al 7:14 p.m. Mitch ickol s, Secretai MN /ks Code Enforcement Board, the meeting was adjourned by Board 09062012 CEB Minutes Page 1 of 1 MEMORANDUM September 10, 2012 TO: Rick White, Director, Community & Economic Development FROM: Mitch Nicko e ection Services Manager SUBJECT: Code Enforcement Activity Report s Reports for the Month of August 2012 Please find attached copies of the Code Enforcement Activity Reports for the month of Auk: (1) CEB Resolutions, August 2. 2012 The resolutions show all the Code Enforcement Board actions and cases that the Board has ruled on at their monthly hearing. (2) Status Report Code Enforcement Inspections August, 2012 This report lists all inspections performed by individual staff for the month. To be counted as an "inspection" a written "correction notice" must have been issued as a result of the initial inspection. (3) Code Enforcement Compliance Actions/Rental Inspections /Certifications 2011 -2012 This report lists the total number of residential rental dwellings, by district (No. 1 -8), requiring inspection certification over the two year period noted. Each rental unit inspected and certified as in compliance with minimum habitability standards is marked "passed ". Those that do not pass the initial inspection or require substantial repair are marked "failed ". Code Enforcement Activity Report UM (4) Pasco Rental License Program: January- December 2012 This report tracks progress in the annual licensing of rental units. As of February, 2009, we estimated that there were 5,788 rental units in the City. As license applications and non- rental certifications are received, these units are deleted from the figure of our original estimate of the total number of rental units. As of August 31, 5,163 dwelling units have been licensed or certified as non - rentals. This is over 89% of the estimated total. August Code Enforcement/Rental License Program Highlights In August, in response to citizen reports of probable property nuisances on numerous private properties, Pasco code enforcement officers surveyed the residential area lying just west of Highway 395 to approximately Road 48. To foster voluntary abatement and prevent additional nuisances from occurring a general notice was sent to the approximately 1,500 residences in the area. The notice advises residents of the probable nuisance conditions and asks for voluntary compliance with City of Pasco property maintenance standards. Code enforcement officers will follow up with a visit to the same area in late September and may take more formal action to address any unabated nuisances at that time. The September report will be submitted on October 10, 2012. If you have any questions during the interim, please call.
