HomeMy WebLinkAboutN-259 - Gifts/Use of City Accounts/Name CITY OF PASCO ADMINISTRATIVE ORDERS Administrative Order No. 259 Personnel Policies & Procedures Subject: Gifts/Use of City Initial Effective Date: March 25, 2009 Revised 917112 Approved This Administrative Order is effective September 7, 2012, and supersedes Administrative Order No. 259 dated 3/25/09, and incorporates Administrative Order No. 275 dated 12/19/08 (AO 275 is repealed in its entirety). I. PURPOSE: This Administrative Order is issued to establish a policy and expectations regarding receiving gifts and/or use of the City' s accounts and/or name. II. DEPARTMENTS/EMPLOYEES AFFECTED: All III. REFERENCES: RCW 42.52. 140, RCW 42.52.010 ( 10) (i) IV. POLICY: A. Gifts : 1 . Employees of the City of Pasco may not receive, accept, take, seek or solicit, directly or indirectly, any thing of economic value as a gift, gratuity, or favor. (Items of no economic value, such as a pen or mug, are not subject to this prohibition.) Questions about any gifts received by employees of the City of Pasco should be directed to Human Resources. 2. Exception: the definition of gift does not include discounts available to employees as members of a broad-based group. That is, a discount extended to all employees of the City of Pasco or any other broad-based group (e.g. public employees) does not violate this order. B. Use of City Name/Accounts: 1 . Under no circumstances may any employee of Pasco use the City's accounts for discounts with vendors. To be more specific, employees may not pay cash and that purchase be noted as a purchase on the City of Pasco' s account. 2. Vendor records of City accounts (e.g., accounts payable, invoices etc.) reflecting an employee purchase for other than City use of the purchased materials/service will be considered prima facie evidence of violation of this policy and be grounds for discipline.
