Hearings Scheduled CEB2011-3399 829 S MYRTLE AVE - GERARDO PEREZ, owner Debbie Scott, Code Enforcement Officer Description: DRIVING AND PARKING ON UNAPPROVED SURFACE. PMC 25.78.030 (4) (1) Violation: Vehicles are being parked on an unapproved surface (such as dirt or grass) and/or more than four (4) vehicles at a time are being parked in the front driveway. (2) Corrective Action: Park ALL vehicles on an approved surface such as asphalt , gravel or concrete and/or discontinue parking more than 4 vehicles at a time in the front driveway. Description: WEEDS PMC 9.60.030 (16) (1) Violation: Weeds, noxious weeds, grass, and other vegetation which constitutes a fire hazard, encroaches on sidewalks or neighboring properties, is damaging public improvements, impairs the vision of traffic signs or signals , and/or has reached a height of twelve inches (12"). (2) Corrective Action: Eradicate weeds by chemicals, cutting or other acceptable means so that they do not exceed twelve inches (12"), encroach on neighboring properties, constitute a fire hazard, etc. Weeds that are cut or removed by the root must be removed from the property and lawfully disposed of. Description: AUTOMOBILE BODIES AND PARTS. PMC 9.60.030 (9) (1) Violation: Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers. (2) Corrective Action: Remove all vehicle parts, scrap metal, machinery, disassembled vehicles, etc. from the property or store these items in an enclosed container or building. Remove and lawfully dispose of all junk items (e.g. any items or which have served their intended original purpose) and unusable vehicle parts. Description: UNSECURED VACANT BUILDING. PMC 9.60.040 (1) Violation: Page 1 of 5CEB Agenda Failure to secure an unoccupied or abandoned building. (2) Corrective Action: Close all openings or damaged windows with 1/2" exterior grade plywood painted a solid black color or another solid color that will match the exterior of the structure. Plywood must be cut so that it evenly covers and secures the opening(s). CEB2011-3400 811 S MYRTLE AVE - JOSE G & RAFAELA ALPIZAR, owner Debbie Scott, Code Enforcement Officer Description: UNPERMITTED USE OF PROPERTY AS AN AUTO WRECKING/ DISMANTLING FACILITY PMC 25.52.020 (1) Violation: outside storage of recycle auto parts, barrels with fluids etc. Using the property for an unpermitted use/purpose. (2) Corrective Action: All storage must be inside the building. Discontinue the unpermitted use of the property. Permitted uses include any use allowed in a C-3 district, building material storage yard, trucking, express and storage yards, contractor's plant or storage yards, electrical central power station, laboratories, experimental, automotive assembly and repair, creamery, bottling, ice manufacture and cold storage plant, blacksmith, welding or other metal shops, excluding punch presses over twenty tons rated capacity, drop hammers, and the like, the manufacturing, compounding, processing, packaging of cosmetics, pharmacology and food products, except fish and meat products, and the reducing and refining of fats and oils, printing plant and parking lots within 500 feet of a C-2 district boundary uncer certain conditions. Any use of the property, other than those noted above, is unpermitted and cannot be continued. Description: VEHICLES PARKING/LOADING IN ALLEY WAY ARE OBSTRUCTING ACCESS TO ALLEY FOR GARBAGE PICK UP. PMC 9.60.020 (3) (1) Violation: alley way is being obstructed with vehicles loading out from this business. Unlawfully interfering with, obstructing or tending to obstruct or render dangerous for passage any public right-of-way (i.e. stream, public park, parkway, square, street, highway or sidewalk) in the city. (2) Corrective Action: Discontinue parking vehicles in alley way. Remove all items/objects/vehicles/etc. which may be obstructing any public right-of-way. CEB2011-3518 1216 N 16TH AVE - BERNICE CAVE, owner Debbie Scott, Code Enforcement Officer Description: VEHICLES PARKED ON UNAPPROVED SURFACE. Description: LARGE PILE OF LIMB DEBRIS CAUSING AN EXTREME FIRE DANGER. PMC 9.60.030 (10) (1) Violation: Trash, litter, rags, accumulations of empty barrels, boxes, crates, packing cases, mattresses, bedding, excelsior, packing hay, straw, or other packing material; lumber or scrap metal not neatly piled or anything which may be a fire danger. (2) Corrective Action: Remove and lawfully dispose of all trash, litter, and other debris which is not neatly piled and/or which is a fire danger. Description: TWO LARGE PILES OF DIRT DEPOSITED IN THE FRONT AND REAR YARD AREAS. PMC 9.60.030 (11) (1) Violation:TWO LARGE PILES OF DIRT DEPOSITED IN YARD AND LEFT UNFINISHED. Any unsightly building, billboard, fence, EXCAVATION, or other structure, or any abandoned or partially destroyed building, fence, excavation or structure, or any building, fence, excavation or structure commenced and left unfinished. Page 2 of 5CEB Agenda (2) Corrective Action: Make necessary repairs to building(s), billboard(s), fence(s) and/or other dilapidated structures, complete structure or excavation or demolish and lawfully remove structure(s) from the property. Description: LARGE AMOUNT OF GRASS CLIPPINGS, LIMB DEBRIS, YARD WASTE AND BLACK GARBAGE BAGS LOCATED ON THIS PROPERTY. PMC 9.60.030 (6) (1) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste (YARD DEBRIS) on the property. IPMC 505.1 (1) Violation: Plumbing fixtures (i.e. sink, toilet, shower, etc.) are not connected to an approved water system and/or are not supplied with hot and cold running water. (2) Corrective Action: Reconnect residence to an approved water system and/or ensure that all required fixtures are supplied with hot and cold water. PMC 9.60.030 (6) (1) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. Description: TIRES IN THE REAR YARD. PMC 9.60.030 (9) (1) Violation: Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers. (2) Corrective Action: Remove all vehicle parts, scrap metal, machinery, disassembled vehicles, etc. from the property or store these items in an enclosed container or building. Remove and lawfully dispose of all junk items (e.g. any items or which have served their intended original purpose) and unusable vehicle parts. Description: COMMERCIAL EQUIPMENT (REFRIGERATORS) STORED IN REAR OF THIS PROPERTY IN PUBLIC VIEW. PMC 9.60.030 (9) (1) Violation: Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers. CEB2012-0260 ENTIRE SITE - PASCO FIRSTPLACE LLC, owner Martin Barajas, Code Enforcement Officer Description: Blowing dust from entire site, including vacant lots in Phase 1 PMC 9.56.030, 9.56.040 (1) Violation: Allowing blowing (fugitive) dust to leave the property. (2) Corrective Action: Treat all exposed and/or disturbed soils with an approved dust control treatment (i.e. hydro seed, mulch, landscaping, sprinkler, etc.) to prevent blowing dust from leaving the property. CEB2012-0310 520 W CLARK ST - OCHOA, SIMON P & ANITA, owner Debbie Scott, Code Enforcement Officer Description: RETAIL CLOTHING BUSINESS HAS FAILED TO MAINTAIN REQUIRED GARBAGE SERVICE. PMC 6.04.090 (1) Violation: Lack of required garbage service through Basin Disposal Inc. (service is required for all occupied residences and businesses within the City). (2) Corrective Action: Start or restart garbage service (please call Basin Disposal Inc. at (509) 547-2476). (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. CEB2012-1581 802 N OWEN AVE - JAVIER (ETUX) FARIAS, owner Debbie Scott, Code Enforcement Officer Description: COMMERCIAL VEHICLE (SEMI TRUCK) PARKED IN FRONT YARD AGAIN. PMC 10.52.030 (2) (1) Violation: Parking a vehicle with a maximum gross weight of fourteen thousand (14,000) pounds or more anywhere on or off the street in a residential zone of the City.
