Hearings Scheduled CEB2012-0263 937 EMPIRE DR - CLARK, L PAULINE, owner Debbie Scott, Code Enforcement Officer Description: (REPEAT) FAILURE TO MAINTAIN REQUIRED GARBAGE SERVICE PMC 6.04.090 (1) Violation: Lack of required garbage service through Basin Disposal Inc. (service is required for all occupied residences and businesses within the City). (2) Corrective Action: Start or restart garbage service (please call Basin Disposal Inc. at (509) 547-2476). CEB2012-0315 728 W PARK ST - ANDRES GARCIA, owner Debbie Scott, Code Enforcement Officer Description: VEHICLES PARKED/DRIVEN ON UNAPPROVED SURFACE PMC 25.78.030 (4) (1) Violation: Vehicles are being parked on an unapproved surface (such as dirt or grass) and/or more than four (4) vehicles at a time are being parked in the front driveway. (2) Corrective Action: Park ALL vehicles on an approved surface such as asphalt, gravel or concrete and/or discontinue parking more than 4 vehicles at a time in the front driveway. Description: PMC 9.60.020 (3) (1) Violation: Unlawfully interfering with, obstructing or tending to obstruct or render dangerous for passage any public right-of-way (i.e. stream, public park, parkway, square, street, highway or sidewalk) in the city. (2) Corrective Action: Remove all items/objects/vehicles/etc. which may be obstructing any public right-of-way. CEB2012-0989 808 S 5TH AVE - JOANN FARRIS, owner Debbie Scott, Code Enforcement Officer Description: UNSAFE, DANGEROUS STRUCTURE (ENTERIOR). IPMC 108.1.1 CEB Agenda Page 1 of 4 (1) Violation: Allowing a structure that is unsafe (i.e. damaged, decayed, dilapidated and/or structurally unsafe), or that does not provide minimum safeguards to protect or warn occupants in the event of a fire to be occupied. (2) Corrective Action: Rehabilitate or vacate the structure or portion thereof as required. Passing inspection must be completed within seventy two hours (72 hours) of this notice. Description: ENTERIOR OF THE HOUSE IS IN EXTREME DISREPAIR, UNSANITARY AND A FIRE HAZARD. IPMC 108.1.3 (1) Violation: ENTIRE STRUCTURE INSIDE IS IN DISREPAIR, NO FUNCTIONING FAUCETS OR RUNNING WATER, FAULTY WIRING, UNSANITARY WITH ANIMAL FECES AND FOUL SMELL, ILLEGAL HEAT SOURCE WITH PIPE EXTENDING OUT OF THE SIDE OF THE HOUSE EXTREME FIRE HAZARD. Allowing a structure that is in disrepair, lacks maintenance, is insanitary, vermin or rat infested, lacks ventilation or heat, or other essential equipment or is determined to be a hazard for any other reason by the code official to be occupied. (2) Corrective Action: Obtain all required permits, City & State (L & I electrical) to rehabilitate this single family structure by making all necessary repairs in the time given or, if repairs cannot be made in that time, the structure and property MUST BE SECURED AND VACATED. Passing inspection must be completed within seventy two hours (72 hours) of this notice. Description: REPEAT-VEHICLE REPAIR IN PUBLIC VIEW IN THE FRONT YARD AND CITY RIGHT OF WAY. PMC 25.78.030 (2) (1) Violation: VEHICLE REPAIR IN FRONT YARD. Using the driveway for the storage of equipment or materials, or for the sale, repair or servicing of vehicle(s). (2) Corrective Action: Discontinue any of the actions described above. All vehicle repairs must be for personal vehicles only and must be performed within a fully enclosed building. Equipment and other materials must also be stored within an enclosed building. Description: REPEAT--FAILURE TO LICENSE THE DOG AT THIS LOCATION. PMC 8.02.190 (1) Violation: No current license for the dog at this location, a notice was sent to owner last year for dog license and the dog was licensed late with a Correction Notice. All dogs over seven (7) months of age must be licensed with the City of Pasco. (2) Corrective Action: License all dogs over the age of seven (7) months with the City of Pasco (please call (509) 545-3488 for more information). Description: REPEAT- Front yard of property used for vehicle disassembling and storing of vehicles in the front yard. PMC 9.60.030 (12) (1) Violation: All places used or maintained as junkyards, or dumping grounds, or for the wrecking or disassembling of automobiles, trucks, tractors, or machinery of any kind, or for the storing or leaving of worn-out, wrecked or abandoned automobiles, trucks, tractors, or machinery of any kind, or of any of the parts thereof, or for the storing or leaving of any machinery or equipment used by contractors or builders or by other persons. (2) Corrective Action: Discontinue wrecking or disassembling automobiles, trucks, etc. Remove and lawfully dispose of all wrecked or abandoned vehicles, machinery, etc. along with any parts thereof. Discontinue the storage of heavy machinery or equipment (i.e. front end loaders, dump trucks, backhoes, etc.) at this property. Description: REPEAT-Trash, litter and miscellaneous debris located on this property in public view. PMC 9.60.030 (6) (1) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. CEB Agenda Page 1 of 4 (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. Description: REPEAT-Vehicle parts located in public view on this property. PMC 9.60.030 (9) (1) Violation: Scrap metal, ashes, bric-a-brac, broken stone or cement, broken crockery, broken glass, broken plaster, automobile bodies and/or parts, and all such trash or abandoned material that are not kept in approved containers. (2) Corrective Action: Remove all vehicle parts, scrap metal, machinery, disassembled vehicles, etc. from the property or store these items in an enclosed container or building. Remove and lawfully dispose of all junk items (e.g. any items or which have served their intended original purpose) and unusable vehicle parts. Description: FAILURE TO RENEW YOUR RENTAL LICENSE. PMC 5.78.010 (Renewal) (1) Violation: Failure to renew your City of Pasco rental license(s). (2) Corrective Action: Renew your City of Pasco rental license and pay all outstanding fees and late fees. Licenses are to be renewed annually on the first regular business day of January, but in no case later than the last regular working day of February each year. Please call the City Clerk's office at (509) 545-3402 for fee information. IF YOU ARE OUT OF BUSINESS, YOU MUST CALL THE CITY CLERK'S OFFICE AT THE NUMBER LISTED ABOVE. Description: TRASH, LITTER AND MISCELLANEOUS DEBRIS REAR YARD PMC 9.60.030 (6) (1) Violation: Any parcel within the City which is filthy, littered or trash-covered due to placing, dropping, disposing, throwing away, or otherwise discarding litter, garbage, refuse, cans, bottles, paper or paper material, metal, organic or inorganic material on areas of the property other than approved garbage containers. (2) Corrective Action: Remove and lawfully dispose of all litter, garbage, junk or vegetative waste on the property. CEB2012-1571 1919 W IRVING ST - BENITO & GUADALUPE FLORES, owner Debbie Scott, Code Enforcement Officer Description: GARAGE BEING USED AS LIVING QUARTERS/SLEEPING ROOM. IPMC 108.1.3 (1) Violation: GARAGE IS NOT APPROVED OR PERMITTED FOR LIVING QUARTERS Allowing a structure that is in disrepair, lacks maintenance, is insanitary, vermin or rat infested, lacks ventilation or heat, or other essential equipment or is determined to be a hazard for any other reason by the code official to be occupied. (2) Corrective Action: VACATE THE GARAGE AND DISCONTINUE ANY OCCUPATION OF THE GARAGEAT ANY TIME. Make all necessary repairs in the time given or, if repairs cannot be made in that time, the structure must CEB Agenda Page 1 of 4 be vacated. Description: ILLEGAL OCCUPATION OF THE GARAGE. IPMC 108.1.4 (1) Violation: ILLEGAL, UNPERMITTED OCCUPATION OF THE GARAGE BY MOTHER AND DAUGHTER. Allowing a structure that is found in whole or in part to be occupied by more persons than permitted under this code, or was erected, altered or occupied contrary to law. (2) Corrective Action: VACATE THE STRUCTURE. Any unpermitted occupancy must cease and the structure must be vacated. Description: VEHICLES PARKED ON UNAPPROVED SURFACE PMC 25.78.030 (4) (1) Violation: Vehicles are being parked on an unapproved surface (such as dirt or grass) and/or more than four (4) vehicles at a time are being parked in the front driveway. Description: MATTRESSES, WASHING MACHINE AND MISC. DEBRIS LOCATED IN THE REAR YARD.
