I. PURPOSE :
Each employee is a representative of the city on a daily basis. Therefore, each employee
should always be attired in a manner that reflects (and contributes to) the professional
respect and relationship we must have with our citizens and colleagues.
Employees of the City of Pasco are expected to dress in a manner that is professional and
appropriate for the duties described in their job classification. Because employees perform
a wide variety of tasks and services there is no defined standard of clothing. Each
department head will provide adequate guidance to employees regarding what is acceptable
attire; this Order provides both general guidance to be respected and, for certain positions,
specific expectations .

IV. POLICY:
A. These rules are not intended to conflict with, but may clarify standards contained in,
collective bargaining agreements.
B . Employees who are issued uniform clothing are expected to keep their uniforms clean
(except for maintenance and operation personnel) and to wear their uniform in a neat
fashion. Uniform shirts must be tucked in to the employee's pants or skirt and sized
appropriately.
C. Employees who are not issued uniform clothing are required to wear professional
office attire at all times or clothing appropriate to the task being performed.
Individual department directors will establish what is and is not acceptable attire for
each division. A few general rules will apply throughout City Hall and at Municipal
Court, with certain exceptions.
1 . Casual wear such as leisure clothes, warm-up suits, sweatshirts, exercise tights
and clothing that appears intended for casual use is inappropriate for an office
environment and may not be worn at work (except immediately prior to or after a
pre-established exercise program) unless otherwise approved by the department
head.
2. No employee may wear shorts at work (except recreation specialists and the
recreation services manager, who may wear shorts on days that they are working
in the field). Shorts that look like skirts may be acceptable; the department
director will resolve any questions.
3 . Employees (including seasonal) who have not been assigned a uniform shirt and
who are performing physical labor or attending city sponsored events may wear
City of Pasco t-shirts or t-shirts with a small manufacturers logo (typically 1 -3
square inches).
4. All employees may wear "polo" shirts (short or long sleeve shirts with a collar
and button placket) on a daily basis. These polo shirts may contain a small
manufacturer's logo.
5 . All male employees shall wear a shirt with a standard shirt collar or turtleneck
collar (except as noted above for special events). If a sweater or over shirt has no
collar, a shirt with a collar shall be worn underneath the sweater or over shirt.
6. Appeals shall be made to the personnel office.
D. Non-represented employees assigned articles of clothing will be required to abide by
the following policy as directed:
1 . Uniform clothing articles: From time to time the City Manager will authorize
purchase of clothing articles to be assigned to specific job classifications for use
as directed in this Administrative Order. All clothing articles are the property of
the City of Pasco. The style and type of clothing articles may be changed or the
program may be discontinued altogether without notice.
2 . Job classifications assigned uniform articles of clothing : The job classifications
listed in the appendix perform official duties on behalf of the city outside the
confines of city offices, city facilities and/or city vehicles (external duties).

:Vote: specific employees in job classifications outside of those listed in
Appendix A may be assigned uniform articles of clothing to perform
duties uniquely related to the duties they perform within their division.
3 . Required attire: Employees identified in the job classifications listed in
Appendix "A" will be required to wear uniform articles of clothing when
performing "external duties." When not performing "external duties" employees
may wear the uniform or clothing appropriate to their department or division as
determined by their department head.
4. Clothing maintenance: Employees assigned uniform articles of clothing are
required to keep said clothing in good condition and laundered on a regular basis.
V. PROCEDURE :
A. General compliance with this policy will be monitored annually in each employee's
annual performance evaluation.
B" This policy is to be enforced daily.
C. Failure to comply with this policy will result in disciplinary action up to and
including termination.
D. Appeals to decisions made in the implementation of this policy shall be submitted to
the personnel office for final resolution.
VI. EFFECTIVE DATE :
Immediately.
