HomeMy WebLinkAboutAO 36 Part-Time Employee Definitions 07161986 Superseded A � MI N ISTRATt VE ORC) ER NO _ 36 TO : All Departments July 16 , 1986 i FROM : Gary Crutchfi Id , Manager SUBJECT : REGULAR PART - 1 E AND IRREGULAR PART - TIME DEFINITIONS AND FRINGE BENEFITS RELATING THERETO , 1 . PURPOSE : This Order is to clarify a citywide policy for all departments applicable to the entitlement of fringe benefits to non -represented " regular part-time" and " irregular part-time" employees of the City , and to provide official definitions for these classifications . This Order supercedes and replaces Administrative Order No . 36 , dated May 27 , 1982 , II . DEFINITIONS : 1 . " Regular part-time employee" means an employee regularly scheduled to work twenty ( 20 ) hours or more per week and six ( 6 ) months or more during a given calendar year . This employee will normally work less than the normal forty ( 40 ) hour week . 2 . " Irregular part-time employee" means an employee scheduled to work less than twenty ( 20 ) hours per week and less than six ( 6 ) months during a given calendar year . 3 . There is no official designation of " seasonal " or "temporary" employee and such designations are not to be used on personnel actions relating to regular or irregular part-time employees . III . BENEFITS : 1 . Irregular Part-time Employees : Shall not receive any paid holiday , vacation , or sick leave . Are not entitled to any coverage under the City ' s medical / dental insurance plan . 2 . Regular Part-time Employees : Shall be entitled to the applicable holiday , vacation and sick leave allowance after the completion of six ( 6 ) months employment . Employees of this class shall receive holiday pay only if the holiday falls on their regular scheduled work day . Vacation and sick leave accruals shall be based on actual hours worked . • Are eligible to participate under the City ' s medical / dental insurance plan , providing that the full premiums are paid by the employee via the payroll deduction plan . Are eligible for membership in PERS when such employees are employed at least ninety ( 90 ) hours per month for five ( 5 ) continuous months ( pursuant to state law ) . IV . OTHER : 1 . Department heads should be aware of the situation that presents itself by allowing an irregular part-time employee to stay on the job long enough to make membership in the Union mandatory . 2 . This Order and its definitions do not apply to employees who are covered by Union contracts . Section III , paragraph 2 , entitled " Benefits" has been revised in order to clarify the benefits that regular part-time employees are eligible to receive . You are to review the first paragraph under Section HIM of the attached Administrative Order No . 36 with the existing one in your binder for the specific language changes .
