TO: All Department Heads October 23 , 1978
FROM: Lee Kraft , City Manager,
SUBJECT: JOB VACANCIES .
Effective immediately , it shall be administrative policy to require Department
Heads to advise this office in writing about any vacant position or newly-
created position you plan to fill , and this shall be done prior to your placing
any job advertisements anywhere .
Your information to this office shall include the ad copy you plan to place ,
where you plan to advertise , and full particulars concerning the position , the
salary or wages to be offered , and your justification if you plan to change
• the nature of the job . You will be required to get the approval of this office
before you release ad copy or before you commence any aspect of the
employment process .
If the position is a division head or equivalent position , then this office
shall be kept closely advised on recruiting efforts , and all resumes of
finalists to be interviewed are to be provided this office for review and
comment . In no event will you appoint a division head or equivalent level
position without first consulting the City Manager and clearing the hiring
decision with him before you make any kind of statement to the candidate
which can be construed by the candidate as a decision that he/she has been
hired .
If you plan to use an interview panel , you are expected to advise who is to
be on the panel and why .
