PURPOSE : This Order is issued to clarify certification requirements and responsibilities necessary to maintain " BASIC " first-aid capabilities within the work place , as set forth in WAC 296 - 24 . This Order does not affect those positions required to maintain " advanced " or higher certification levels of emergency medical treatment . Where any provision of this Order conflicts with a provision of a collective bargaining agreement , the collective bargaining agreement shall control for employees within the respective bargaining unit . 11 . CERTIFICATION REQUIRED : All regular full -time and regular part-time positions are required to maintain the " BASIC " level of first- aid certification issued by the Washington State Department of Labor and Industries or the Red Cross . III . RESPONSIBILITIES ASSIGNED : A ) Personnel Officer . The Personnel Officer shall maintain an automated central index of those positions /employees required to maintain " BASIC " first-aid certification , such index to include date of issuance and expiration of current certification . The Personnel Officer shall schedule and arrange at least one " BASIC " first-aid training session annually and shall provide adequate notice of such training session to those employees ( and respective department heads ) whose " BASIC " first- aid certification will expire during the succeeding 12 months . It is the express responsibility of the Personnel Officer to arrange training sessions at intervals sufficient to avoid expiration of an employee' s certification due to lack of timely renewal opportunity . B ) Department . Except as provided otherwise by a bargaining unit agreement , each department head or designee shall assure that those employees notified by the Personnel Officer of pending expiration and available training are directed to attend such training , unless a particular employee' s absence would unduly disrupt essential operations ; in such cases , it shall be the responsibility of the department head to coordinate with the Personnel Officer to arrange a timely and appropriate training opportunity for the affected employee ( s ) . Those departments with positions requiring advanced or higher certification levels of emergency treatment shall be fully responsible for those particular training and documentation requirements ; all such documentation , however , should be forwarded to the respective employee's personnel file .
