HomeMy WebLinkAbout005 - SEPA Review ADMINISTRATIVE ORDER NO . 5
' TO: All Department and Division Heads August 16 , 1978
FROM: Lee Kraft , City Manager
SUBJECT: ENVIRONMENTAL (SEPA) REVIEW OF DEPARTMENTAL PROPOSALS .
Effective immediately , the following environmental review regulations are
binding on city departments:
1 . Any department proposing an action should determine whether or not
the proposed action is exempt from SEPA review and , if not exempt ,
should determine the lead agency . Questions should be directed to
the City Planner in the event you are not clear as to exemptions or who
the lead agency should be .
2 . When a departmental proposal is subject to SEPA review , an Environmental
Checklist should be completed by the department proposing such action ,
preferably by the person in the department most familiar with the proposal .
The completed checklist should include any additional information the
department feels will provide a better understanding of the proposal and
its potential effects . The checklist form can be obtained from the City
Planner .
3 . When the City is the lead agency for the proposed action , the completed
checklist should be forwarded to the City Planner as the Responsible
Official , for a determination as to whether or not an Environmental Impact
Statement (EIS) is necessary . If an EIS is necessary , it shall be the City
Planner' s responsibility to supervise its preparation .
