HomeMy WebLinkAbout005 - SEPA Review ADMINISTRATIVE ORDER NO . 5 ' TO: All Department and Division Heads August 16 , 1978 FROM: Lee Kraft , City Manager SUBJECT: ENVIRONMENTAL (SEPA) REVIEW OF DEPARTMENTAL PROPOSALS . Effective immediately , the following environmental review regulations are binding on city departments: 1 . Any department proposing an action should determine whether or not the proposed action is exempt from SEPA review and , if not exempt , should determine the lead agency . Questions should be directed to the City Planner in the event you are not clear as to exemptions or who the lead agency should be . 2 . When a departmental proposal is subject to SEPA review , an Environmental Checklist should be completed by the department proposing such action , preferably by the person in the department most familiar with the proposal . The completed checklist should include any additional information the department feels will provide a better understanding of the proposal and its potential effects . The checklist form can be obtained from the City Planner . 3 . When the City is the lead agency for the proposed action , the completed checklist should be forwarded to the City Planner as the Responsible Official , for a determination as to whether or not an Environmental Impact Statement (EIS) is necessary . If an EIS is necessary , it shall be the City Planner' s responsibility to supervise its preparation . s All Department and Division Heads Administrative Order No . 5 - 2 - August 16 , 1978 4 . When an agency other than the City is determined to be the lead agency for a departmental proposal , the completed checklist should be forwarded to that agency for their determination as to whether or not an EIS is necessary , 5 . If an EIS is deemed unnecessary by decision of the City Planner , a " Declaration of Non-Significance " will be issued to the department submitting the checklist . Such declaration should become a part of the proposal ' s permanent record and should accompany any applications dealing with said proposal , 69 When a particular project is issued a " Declaration of Non-Significance " • and the department reasonably perceives substantial controversy regarding implementation of the project , a " Notice of Action " shall be published by the City Planner upon written request of the department . Such publications should occur immediately following issuance of the " Declaration of Non- Significance " . In the presence of any doubt regarding any aspect of these environmental review procedures , you are to contact the City Planner , whose responsibility it will be to clarify the action to be taken . • LFK: pt
