The following Administrative Order is effective March 25, 2009 and supersedes Administrative
Order No. 17, issued August 20, 1980; Administrative Order No. 17-A, issued December 18,
1984; and Administrative Order No. 42, issued June 29, 1983 and revised March 28, 1997 and
September 11, 2002.
I. PURPOSE:
This Order is necessary in order to establish uniform rules and procedures regarding the
acceptance and processing of Requests for Public Records as adopted through Pasco
Resolution No. 2980.
II. DEPARTMENTS AFFECTED:
All.
III. POLICY:
Requests for Public Record forms are to be received by the City Clerk for review and
distribution to applicable department(s) —unless the department receiving the request has
the requested information readily available for release. Please note: RCW 42.56.230
through 42.56.480 Specific Exemptions and Prohibitions.
IV. PROCEDURES:
Step 1: City Clerk's office receives and reviews requests and forwards to applicable
department(s) for response. If the affected department(s) should need
clarification regarding the request, it is the responsibility of said department to
communicate directly with the requestor. If said department(s) should need a
timeframe longer than five-business days due to the nature of the request to
comply with the request, the City Clerk's office shall be contacted immediately.
The requestor will be notified by the City Clerk's office that additional time is
needed to comply with the request and the reason therefore.
Step 2: Department will compile information, redact if necessary, photocopy, and
provide the City Clerk's office with the final compilation of information
releasable to the requestor, including all copy fees due. (Please note: RCW
42.56.120 allows for responding to larger requests in installments, notify the
City Clerk's office should this response format be necessary.)
Step 3: Should the affected department request City Attorney review and redaction, the
department will coordinate for review with the City Attorney before providing
documents to the City Clerk.
Step 4: City Clerk's office to make contact with the requestor for access to documents
and payment of copy fees.
V. REFERENCES:
RCW Chapter 42.56 (Public Records Act) and WAC Chapter 44-14 (Public Records Act
— Model Rules) provide direction and assistance regarding Requests for Public Records.
City Council Resolution No. 2980 establishes expectations of the City Council relating to
requests for public records.
