HomeMy WebLinkAboutN-320 - Filing Interlocal Agreements CITY OF PASCO ADMINISTRATIVE ORDERS Administrative Order No. 320 Administrative&Community Service Subject: Interlocal Agreements—Method of Filing Initial Effective Date: February 12, 2008 Revised Approved L PURPOSE: This Administrative Order is issued to establish a method of filing Interlocal Agreements on the City's website pursuant to RCW 39.34.040. II. DEPARTMENTS AFFECTED: All. III. POLICY: Forward all original executed Interlocal Agreements to the City Clerk's office for the purpose of uploading onto the City's website and filing into the vault in lieu of recording with the county auditor. IV. HISTORY: Interlocal Agreements represent agreements for joint or cooperative action between public agencies which are approved by the governing bodies of such agencies. Two or more public agencies may enter into agreements with one another for joint or cooperative action pursuant to RCW 39.34.030(2). State Law provides cities the opportunity to provide electronically retrievable documents via a city's website rather than recording with the county auditor. RCW 39.34.040, in pertinent part reads: "Prior to its entry into force, an agreement made pursuant to this chapter shall be filed with the county auditor or, alternatively, listed by subject on a public agency's web site or other electronically retrievable public source..." IV. PROCEDURE: A. Forward all original executed Interlocal Agreements, including a Vault Record of Transmittal form (attached) to the City Clerk's Office. B. Interlocal Agreements will be scanned and uploaded to the record retention database via the website. Documents will then be available to both public and staff for viewing on the City's website, www.pasco-wa.gov under "publications" or at "Interlocal Agreements" on the City Clerk webpage. C. In the event an Interlocal Agreement requires periodic billings and or payments, it will be the responsibility of each department to forward a copy of the agreement to the Finance Department. D. Documents will be entered into the electronic Vault Record Index database and filed in the vault.
