SUBJECT: ADMINISTRATIVE ORDER #2 (a HIRING OF EMPLOYEES
This will serve to expand Administrative Order #2 on the hiring of new employees .
As department heads have been previously informed by this office , Washington
State statutes relating to Council- Manager government , make the City Manager
the appointing authority . The City Manager may , on an optional basis ,
delegate this authority downward to the department heads . For good and
sufficient reasons , I have chosen to not delegate this authority to department
• heads . Therefore , department heads are to understand that their individual role
is to effectively recommend the hiring of a particular individual based on the
needs of the job and the standing of the individual in relation to the approved job
criteria .
Effectively , recommending will be done through the means of the appropriate
personnel action form , a specimen copy of which is attached hereto .
No prospective employee is to be told by the department head , division head , or
foreman , that he/she is hired until after the City Manager has signed the
personnel action form , thus approving the hiring of the individual . In cases
where expediency dictates a possible exception , these cases shall be cleared
with the City Manager in advance . Desirably , the employment application form
and other pertinent information , should be attached to the personnel action form
so that the City Manager can exercise his management oversight function with
full and complete information . Furthermore , a letter of notification of employment

shall accompany the personnel action form and such letter will be signed
by the City Manager at the time his signature approval of the personnel action
is granted . The form and content of this letter of notification will be in
general conformance with the attached specimen copy , which is to be used as
a guide .
Department heads or their designees , have a responsibility to introduce all
new employees to the City Manager some time during the first two weeks of
employment .
• This administrative order does not apply to short-term , part-time , or temporary
employees , where such jobs have been provided for pursuant to the operating
budget and/or the City Manager ' s approval in advance .
