PURPOSE: The National Highway Traffic Safety Administration (NHTSA) has issued a number of consumer advisories regarding the dangers of 15 passenger vans in recent years. The City intends to phase out its use of 12 and 15 passenger vans for passenger transport purposes. Until the complete phase out of such vans, this Order will be in effect to regulate the use of the City's vans and to provide for documented training for all employees authorized to drive 12 or 15 passenger vans. II. DEPARTMENTS AFFECTED: All III. POLICY: The following policies shall apply for use of the City's 12 — 15 passenger vans when used for passenger transport services. 1. 12-and 15-passenger van drivers must be City employees who are at least 25 years old and have at least 5 years of driving experience. 2. The rear bench seat must be removed. 3. Occupancy must be limited to 10 people, including driver. 4. Passengers shall be seated toward the front of the van, to the extent practical. 5. The driver and all passengers must wear seat belts at all times. 6. Tire conditions and pressure must be checked before each trip. Refer to the vehicle owner's manual. 7. Weather must be considered in pre-trip planning. Trips should be suspended or cancelled for hazardous driving conditions like fog, heavy rain, snow, ice and high winds. 8. Out of town travel routes must be pre-determined and approved by appropriate department director or driver's supervisor when the trip is to a new or unfamiliar location for the driver. 9. Vans may not be operated between 12 midnight and 6:00 am without special permission from the department director or driver supervisor. 10. For every 150 pounds of gear placed in the van, one occupant must be removed to avoid overloading. Gear must be safely stored. 11. Roof loads are not permitted. 12. Speeds should be kept at or below posted truck speed limits on freeways and 50 MPH or posted speed limit, whichever is less, on rural roads or highways. 13. Transportation of children under the age of 16 is not permitted. IV. MAINTENANCE: All vans are to be maintained and inspected per manufacturer's recommendations contained in each vehicle manual. V. DRIVER SAFETY TRAINING: A. Each City employee authorized to drive a 12 or 15 passenger van shall first satisfactorily complete a van driver safety awareness course, administered through the Human Resources office. B. An authorized van driver must retake the safety awareness course every two years. C. The Human Resources office shall keep appropriate records to document and update v n safety awareness training as required.
