This Administrative Order is effective September 14, 2010 and supersedes AO #272 dated 12/2/08 and
8/21 /06 ; AO 475 dated 5/4/01 , 1 / 11 /99 , 9/28/98 ; and Memorandum re : AO #75 dated 11 /7/05 .
I . PURPOSE .
Each employee is a representative of the City on a daily basis ; therefore, each employee should
always be attired in a manner that reflects (and contributes to) the professional respect and
relationship we must have for, and with, our citizens and colleagues .
II . DEPARTMENTS AFFECTED .
All ; however, to the extent a Collective Bargaining Agreement (CBA) conflicts with any
provision of this policy, the CBA provision will supersede the conflicting provision .
III. POLICY .
Employees of the City of Pasco are expected to dress in a manner that is professional and
appropriate for the duties described in their job classification . Because employees perform a
wide variety of tasks and services, there is no defined standard of clothing. Rather, each
department director will provide adequate guidance to employees regarding acceptable attire .
The Order provides both general guidance to be respected and, for certain positions, specific
expectations .
1 . Uniform/City Clothing
A . Employees who are issued uniform clothing are expected to wear their uniform in a neat
and professional manner. This includes buttoned shirts , shirts that are sized
appropriately ; shirts are to be tucked into the employee 3s pants or skirt. Shirts designed
to be worn on the outside may be worn as such provided that they are of a neat and
professional appearance .
B . From time to time the City Manager will authorize the purchase of clothing articles to be
assigned to specific job classifications for use as directed in this Administrative Order.
All clothing articles provided by the City are the property of the City of Pasco . The style
and type of clothing articles may be changed or the program may be discontinued
altogether without notice .
C . Employees identified in Appendix A will be required to wear uniform clothing as
directed by their department director.
D . Employees assigned uniform articles of clothing are required to keep said clothing in
good condition, arrive at work in clean uniforms, keep uniforms as clean as possible
while at work and launder them on a regular basis .
II . Personal Clothing
A . Employees who are not issued uniform clothing are required to wear professional office
attire at all times, or clothing appropriate to the task(s) being performed . Individual
department directors will establish dress standards for each division, provided , however,
such standards are consistent with this policy .
1 . Casual wear/clothing that appears intended for casual use is inappropriate for an
office environment and may not be worn at work . Casual wear includes, but is not
limited to : leisure clothes, warm-up suits , sweatshirts, exercise tights, leggings .
2 . No jeans , of any color, unless applicable to the majority of work assigned for that
day .
3 . No bare midriffs, tank tops and/or spaghetti strap tops/dresses unless covered by a
shirt/jacket/ sweater/etc .
4 . No employee may wear shorts at work (except recreation specialists/manager, who
may wear shorts only on days they are working in the field) . Shorts that look like
skirts (skorts) are acceptable . Skorts/shorts/skirts should not be more than six inches
above the knees .
5 . Employees (including seasonal) who have not been assigned a uniform shirt and who
are performing physical labor or attending City-sponsored events may wear City of
Pasco t-shirts or t-shirts with a small manufacturer' s logo (not more than 3 -inches
square) . T-shirts with large manufacturer or non-City logos are not to be worn at
work or when representing the City .
6 . All male employees shall wear a shirt with a standard shirt collar or turtleneck collar
(except as noted above for special events) . If a sweater or over-shirt has no collar, a
shirt with a collar shall be worn underneath the sweater or over-shirt.
7 . Perfume, cologne, after- shave shall be worn sparingly . (Be cognizant of your co-
workers/customers . )
8 . No visible piercings (including tongues) — except for ears . Maximum of three
piercings per ear. Tattoos are to be covered to the extent practicable .
9 . No flip-flops .
10 . Baseball hats must be City of Pasco logo for employees or the employer ' s logo for
contract employees .

APPENDIX A
Below is a list of job classifications eligible for assignment of uniform clothing articles . Employees are
encouraged to consult with their department director to determine if uniform clothing articles are
appropriate for their positions .
