SUBJECT: DEPARTMENTAL AGREEMENTS REGARDING CITY POLICY
RESTRICTIONS THERETO .
PURPOSE: At times , it may be in the best interest of the City to interpret city
policy in a liberal manner to promote civic improvement .
PROCEDURE: Such proposed interpretation is to be presented in writing to the
City Manager to be approved by him prior to the department head giving the
affected party a final fixed position , which has the effect of creating an
irrevocable position for the City .
In some cases , it will be necessary to refer such matters to the City Council
for formal authority and/or for ordinance revision . Such referral , when
necessary , will be handled by the City Manager . Under no circumstances
shall a city employee take it upon himself to make an agreement on the edges
of the strict interpretation of city policy without first seeking prior approval
of the City Manager .
