SUBJECT: LONG DISTANCE CALLS .
PURPOSE: The purpose of the Order is to assure that long distance calls are
made only by authorized personnel for legitimate city business .
PROCEDURE: The following procedure shall be employed:
1 . Only authorized personnel are entitled to place long distance calls at
city expense . For this purpose , each department head will prepare a
written order for his/her department , indicating who , by virtue of job
requirements , is permitted to place long distance calls . This listing i
shall be kept current , and a copy shall be provided the Director of
Finance for audit purposes .
2 . A standard log form shall be prepared by the Administrative Assistant ,
and this log form (preferably in pad format) shall be furnished to all
departments and divisions . All long distance calls made in a particular
office or division shall be recorded on this log form and shall be kept in
departmental files for audit . This log form should provide for name of
person making the call , date of the call , person or company being
called , the purpose of the call , whether a SCAN call , and the number
being called .
3 . Periodic audits will be made by the Finance Department of actual
telephone billings against the recorded calls for a particular department
or division to ascertain that calls have been for official business as a
legitimate response to the duties and responsibilities of a particular
department , division or office . Unauthorized calls showing on the
telephone company billing , will be inv7stigated and , if not in line with
legitimate business , the Finance Department will bill the individual by
invoice for the amount of the call , plus an • additional administrative fee
of $ 5 . 00 for the extra work the unauthorized call has caused . Appeals
of the Finance Department ' s decision on unauthorized calls will be made
to the City Manager , whose decision on the matter will be final .
4 . Personal calls at city expense are not in order , and such unauthorized
calls will be matters for disciplinary action .

5 . Department heads will make this order known to all their employees .
EXCEPTION : The Police Department already has an operating system in . place
to handle and control long distance calls , and this Order shall not apply to
this department; however , the making of unauthorized calls shall apply to the
Police Department .
