I, PURPOSE:
State law allows the publication of an Ordinance Summary in lieu of the total ordinance,
if approved by City Council. This order is to prescribe standards for the preparation and
content of summary publications.

III. POLICY:
In order to maintain uniformity in content (as recommended by the city attorney), all city
ordinance summaries should contain the full caption of the ordinance and a sentence or
brief paragraph identifying the main points of the substantive sections of the ordinance.
In an effort to maintain uniformity in the content and appearance of each ordinance
summary, the following information should be included:
a) Citation number of the ordinance
b) Descriptive title
c) Minimal description of each substantive section
d) The effective date of the ordinance
Also, each ordinance summary should clearly state that the full text will be mailed
(electronically or via postal service) upon request.
IV. PROCEDURE:
Each ordinance submitted for approval by Council shall be accompanied by a proposed
ordinance summary. In order to simplify the process and assist each department, an
Ordinance Summary template has been developed (sample attached as Exhibit A) and is
available on the city network at: \\Solo\Publications\Ord-Res Templates\Ordinance
Summary. In addition, an example of an appropriate Ordinance Summary is attached as
Exhibit B.
Clarification questions should be directed to the City Clerk.

CITY OF PASCO
SUMMARY OF ORDINANCE NO. 3785
ORDINANCE NO. 3785, is an ordinance establishing the Historic Preservation Program.
This ordinance:
• Provides for the identification, evaluation, designation, and protection of designated
historic resources within the City of Pasco;
• Provides eligible properties a property tax incentive as provided in Chapter 84.26 RCW;
• Establishes a Historic Preservation Commission;
• Is effective on August 7, 2006.
