HomeMy WebLinkAbout077 - Evacuation Plan MEMORANDUM 777 TO: Management Team FROM: Kurt Luhrs, Personnel Manag DATE: August 26, 1999 SUBJECT: REVISION TO AO #77 - EVACUATION PLAN In late March the City Manager distributed Administrative Order #77 describing the evacuation plan for the City. The City then conducted an evacuation drill in July. Following the drill we were able to identify how well the training was administered, how well the employees understood the training and where there were faults in the plan. • Overall the evacuation drill was successful. Two clear weaknesses were the lack of an exit door monitor for all exits from City Hall, and most office and department doors were left open. In the attached revision I have added the "exit door monitor" responsibility. You will note under the second bullet on page 1 that department heads and division managers must now appoint at least one exit door monitor for all facilities (City Hall and outlying buildings). The responsibility of the exit door monitor is to ensure that no one enters the building during an evacuation. These people will not report to the designated assembly areas. There must be some clear communication between them and the designated employee to ensure they are accounted for during an emergency. Please inform me of your appointee so that I can assign a doorway to that individual. Needless to say the exit they will be assigned, will be along their division's exit path. Finally, training must include an emphasis on closing all doors during evacuation. Please identify your exit door monitor as soon as possible, and train your staff on this new revision as well as emphasize the need for all employees to go directly to their area of assembly east of the main parking lot (see appendix map). An evacuation drill will be implemented sometime this next month. Thank you for your immediate attention to this matter. KAL:jel • ADMINISTRATIVE ORDER #77 • EVACUATION PLAN FOR CITY OF PASCO BUILDINGS TO: All Employees FROM: Gary Crutchfi anager RE: Revision to A. dated 8/25/99 DATE: August 25, 1999 Following are the policies all employees shall be trained and drilled on to ensure safe and responsible evacuation of the building. Department Heads and Division Managers shall: • review these procedures in their regular safety training programs. • annually appoint the "Designated Employee" who will be responsible for knowing who was in their division or work area prior to an emergency event and confirm those people have evacuated the building. At least one "Exit Door Monitor" will also be appointed by each department. 1.0 EMERGENCY EVENTS Each emergency event will have unique circumstances which require employees to exercise good judgment when responding to emergency situations. Emergency event procedures are intended to protect both life and property, however, protection of life is always the first priority. • 1.1 Emergency Warning System The primary warning system for any emergency event affecting the Pasco City Hall is the alarm system. The alternate warning system will be by verbal command. Any employee given authority by the City Manager or Chief of Police may initiate an evacuation by verbal command. Such command shall not be questioned until the commanded staff have assembled in their 'designated area'. Individuals found guilty of maliciously causing false alarms whether by verbal command or by setting off the alarm system will be disciplined. Such discipline may include termination and prosecution under criminal laws. 1.2 Emergency Evacuation Events The following emergencies may or may not require full building evacuation: FIRE HAZARDOUS MATERIAL LEAKS BOMB THREATS HOSTAGE SITUATIONS ENERGY SYSTEM FAILURE . EARTHQUAKES 2.0 BUILDING EVACUATION PROCEDURES • 2.1 In event of an emergency evacuation of City Hall the following rules must be observed; when you hear the alarm, or are notified by other means of an evacuation order, PREPARE TO LEAVE THE BUILDING IMMEDIATELY, take only your personal valuables, and follow the procedure listed below: 1. Do not stop to answer the telephone or to make any calls. 2. Each employee will be responsible for making sure critical materials assigned to them are locked up and storage vaults are closed. 3. Follow the primary evacuation route or if danger is located along that route, use the secondary route. Close all doors. DO NOT USE THE ELEVATOR. "Designated employees" will be responsible for determining which employees were in their division or work area prior to the evacuation order. "Exit Door Monitors" will be assigned to a specific exit by the Safety Officer. The "Exit Door Monitor" will be responsible for keeping employees and the public out of the building during and after evacuation. While evacuating the building all employees shall look around for suspicious items. If any suspicious items are identified inform your supervisor at the assembly area. 4 . If Disabled employees or visitors are on the second floor they must be • directed to the 'AREA OF RESCUE ASSISTANCE' (2"' floor employee lounge). 5. All personnel are responsible for guiding any visitors that they have received out of the building. 6. Police officers, (if in the facility) will monitor their radio and (except in the case of a bomb threat) identify themselves by radio, state their location and intent to ensure complete evacuation of the building. 7 . All personnel (except Exit Door Monitors) will report to the Area Of Assembly identified for their facility in section 3.3 below. At that time the "designated" employee shall confirm that all employees in their division or work area are present and accounted for. 8 . Remember that in the event of an evacuation, you are still working and, therefore accountable for your time, so remain in the designated area. DO NOT LEAVE THE PREMISES OR RE-ENTER THE BUILDING UNTIL INSTRUCTED TO DO SO BY YOUR SUPERVISOR. "Exit Door Monitors" will be relieved of duty when instructed by a Firefighter or when all employees are instructed to return to the building. If you are not familiar with the layout of City Hall, feel free to ask your supervisor for assistance. • 12 In event of an emergency evacuation of outlying city facilities the following • rules must be observed; when you hear the alarm, or are notified by other means of an evacuation order, PREPARE TO LEAVE THE BUILDING IMMEDIATELY, take only your personal valuables, and follow the procedure listed below: 1. Do not stop to answer the telephone or to make any calls. 2 . Each employee will be responsible for making sure critical materials assigned to them are locked up and storage vaults are closed. 3. When evacuation is required employees shall proceed to the nearest exit in the building. Close all doors. If danger is located in that primary exit route, proceed to a second emergency exit. "Designated employees" will be responsible for determining who was in the building prior to evacuation order. An "Exit Door Monitor" must be assigned to the main entrance of the facility. The "Monitor will be responsible for keeping employees and the public out of the building during and after evacuation. 4 . While evacuating the building all employees shall look around for suspicious items. If any suspicious items are identified advise your supervisor at the assembly area. 5 . If Disabled employees or visitors are in the building provide any assistance needed to ensure their safe exit. 6 . All personnel are responsible for guiding any visitors that they have received out of the building. 7. All personnel will report to the Area Of Assembly identified for their facility in section 3.3 below. At that time the "designated" employee shall confirm that all employees in their work area are present and accounted for. 8. Remember that in the event of an evacuation, you are still working and, therefore accountable for your time, so remain in the designated area. Do not re-enter the building until instructed to do so by your supervisor. "Exit Door Monitors" will be relieved of duty when instructed by a Firefighter or when all employees are instructed to return to the building. • 3.0 EVACUATION ROUTE • Follow the prescribed evacuation route depicted on the plan near the division entrance. If the prescribed route is blocked or unsafe employees and visitors are to use the secondary route. Report to the grassy field east of City Hall. 3.1 Primary Route: Always exit by the nearest doorway. The prescribed exit from your work area is depicted on the evacuation map posted near the division entrance. 3.2 Secondary Route: If the primary route is obstructed or blocked, the secondary route will be the one to follow. The secondary route from your work area is also depicted on the evacuation map posted near the division entrance. Water Treatment Plant Comer of A & 13 (uphill of C1.2 tank) Public Works Shop Main gate on Grey Street Parks Shop Outside of Shop Facility Gate Pools & Recreation Buildings Outside Main Gate on right side • Pasco City Hall In the event of an evacuation all personnel (and guests) are to assemble at the geographic location which has been assigned to each office in the grass field located east of city hall (see map in appendix). 4.0 THREAT RESPONSE 4.1 Upon receiving a suspicious package or a threat, from an individual, group, over the telephone, by note, letter or e-mail, the "Recipient" shall immediately notify their supervisor or department head. 1 . The manager who is notified of the threat will make the determination whether to call 911 and inform dispatch of the threat. In all cases when a threat is received the City Manager and the Chief of Police shall be notified. The City Manager, the designated acting City Manager or in their absence the Chief of Police shall make the determination to evacuate if necessary. 2 . If evacuation is ordered the 'Recipient' will then report to the Third Avenue entrance of City Hall in order to respond to questions from emergency service personnel. • 3. Evacuation procedures listed in section 2.0 shall be followed. f CITY OF PASCO PASCO SENIOR CENTER Amendment to AO #77 , I. EMERGENCY EVENTS The following emergencies may or may not require full building evacuation: Fire, hazardous material leaks, bomb threats, hostage situations, energy system failure, earthquakes. IL BUILDING EVACUATION PROCEDURES In the event of an emergency evacuation of the Senior Center the following rules must be observed; when you hear the alarm, or are notified by other means of an evacuation order, PREPARE TO LEAVE THE BUILDING IMMEDIATELY, take only your personal valuables, and follow the procedure listed below: 1 . In the event of an emergency evacuation, employees shall be notified in one or more of the following ways: • The fire alarm sounding. • The all-call mode of the telephone system. The following announcement will be • heard "MAY WE HAVE YOUR ATTENTION; ALL PERSONS MUST EVACUATE THE BUILDING NOW!" * • The intercom system. The following announcement will be heard. "MAY WE HAVE YOUR ATTENTION; ALL PERSONS MUST EVACUATE THE BUILDING NOW! " * * hi the event the Telephone or Intercom is not working, the employee shall make the statement in a clear, loud and controlled voice and repeat 2 times. (In the event of practice drills, the announcement will be followed by the words "THIS IS ONLY A DRILL! I REPEAT: THIS IS ONLY A DRILL"). 2. As soon as notification is made, each employee shall follow the following procedures. 3. Do not stop to answer the telephone or to make any calls. 4. Each employee will be responsible for making sure critical materials assigned to him or her are locked up and storage vaults are closed. 5 . As employees move toward exits, they should close doors to all rooms in passing when time allows. 6. Staff should check restrooms and other rooms along the exit route for stragglers and assist those persons in exiting the building. 7. When evacuation is required employees shall follow the primary evacuation route posted nearest their location or if danger is located along that route, use the secondary route. Designated employees will be responsible for determining which employees were in the building prior to the evacuation order. While evacuating the building all employees shall look around for suspicious items. If any suspicious items are • identified advise a City of Pasco employee at the assembly area. 8. All personnel are responsible for guiding any visitors that they have received out of the building and assisting others in need. 9. If Disabled employees or visitors are in the building provide any assistance needed to • ensure their safe exit. 10. All personnel and visitors will report to the Area of Assembly, which is at the end of the parking lot toward 5`h Avenue. At that time the "designated" employee shall confirm that all employees and visitors in their work area are present and accounted for. 11 . DO NOT RE-ENTER THE BUILDING UNTIL INSTRUCTED TO DO SO BY THE FIRE DEPARTMENT OFFICER IN CHARGE. III. EVACUATION ROUTE In the event of an evacuation all personnel (and visitors) are to assemble at the far end of the parking lot nearest 5b Avenue. Follow the prescribed evacuation route depicted on the plan nearest your entrance. If the prescribed route is blocked or unsafe, employees and visitors are to use the secondary route. Report to the far end of the parking lot towards 5t' Avenue. Primary Route: Always exit by the nearest doorway. The prescribed exit from your work area is depicted on the evacuation map posted near your entrance. Secondary Route: • If the primary route is obstructed or blocked, the secondary route will be the one to follow. The secondary route from your work area is also depicted on the evacuation map posted near the entrance. Continue on to the assembly area. IV. GENERAL REQUIREMENTS 1 . Persons working in the Senior Center should familiarize themselves with the location and use of all fire extinguishers within the building. 2. Incident reports must be filled out and signed by all employees involved. 3. All persons working within the building are responsible for seeing that exit ways are maintained clear and unobstructed at all times. •
