PURPOSE: 1'o establish guidelines for reporting either suspected or actual misuse of the city's computer systems or electronic data by a city employee, and to ensure that misuse is properly investigated, resolved, and reported to any other affected agency or business. DEFINITIONS: Misuse: Any act that violates any existing city computer use policies, or policies that have been set forth by other agencies as part of user agreements. Misuse also includes the act of using a computer to violate other city policies, or local, state, and federal law, including but not limited to accessing illegal material, copyright infringement, fraud, or harassment. V. POLICY: All suspected misuse of the city's computer system or electronic data by a city employee must be reported immediately to the employee's supervisor or to Human Resources. Supervisors shall advise Human Resources of reported violation(s). Upon notification, Human Resources will immediately notify the suspected employee's manager (if not previously notified) and the Information Services Manager. Information Services will work with division managers/department directors to help preserve and\or prevent any further misuse of the system. Information Services will also notify any outside agency or business that is either affected by or has reporting requirements of misuse relating to their systems, using the policies or guidelines provided by the affected agency. Human Resources will provide new hire orientation and on-going training regarding appropriate city computer use policies. Human Resources will evaluate any reported technology misuse and may request additional monitoring information as part of the investigation and evaluation process. Human Resources will provide information to division managers/department directors for use in prevention and recognition of misuse and to facilitate the consistent application of disciplinary actions as a result of misuse.
