Subject: User Account Creation and Removal Initial Effective Date:December 1, 2010

1. PURPOSE:
To establish guidelines for the creation, temporary suspension or removal of computer
and program user accounts to ensure the security of the city's electronic data.

Extended Leave: Any absence that lasts 30 days or longer.
V. POLICY:
1. Account Creation:
All employees who need to access the city's computer or network resources will be
issued a computer\network user account. In addition to the computer\network
account, many programs require a separate user account for access to that system.
Shared or generic logons will not be allowed.
Upon employment, Human Resources will notify Information Services with the
employee's name, department and start date. Information Services will create the
new employee's user account, and contact the new employee's division
manager\department director to determine required network and data access.
Information Services will set the employee's security permissions per the manager's
or director's direction. Access to computers/networks and data resources will only be
granted on an as needed business basis.
2. Account Removal:
Employee user accounts will be disabled when an employee is no longer employed or
takes an extended leave of absence from the City of Pasco. Temporary emergency
suspension of accounts may also be authorized by the City Manager. Human
Resources will notify Information Services of the employee's last day or extended
leave of absence. Information Services will set the employee's user account to
automatically be disabled at the end of their final work day.
Once the account is disabled Information Services will assist the division
manager\department director to determine how the employee's remaining data should
be processed or re -assigned. Once completed, the account will be deleted.
