RE: Obligation to aintain Valid Motor Vehicle Operators License
I. PURPOSE:
To ensure employees are legally permitted to operate motor vehicles on behalf of the city.
II. EMPLOYEES AFFECTED:
All full-time or part-time employees (whether regular, temporary or seasonal), and
volunteers who operate motor vehicles to conduct city business at any time.
III. REFERENCES :

• RCW, Chapter 46.20.
IV. DEFINITIONS :
A) Operators license means : a motor vehicle operators license issued by the Washington
State Department of Licensing or other state motor vehicle licensing department,
provided the employee or volunteer who possesses an out-of-state license shall
acquire a Washington State Driver' s License within six (6) months of residency.
B) "Change in operator license" or "changed" means: expired, suspended, revoked,
seized, declared invalid or any other official action by the state or law enforcement
officials invalidating or constraining the employee' s ability to operate a motor
vehicle.
V. POLICY:
Employees operating City of Pasco vehicles or operating a privately licensed vehicle on
• city business shall at all times have a valid operator's license. Regular employees affected
by this policy shall sign a statement that they currently possess a valid motor vehicle
operators license as part of their annual performance evaluation. Seasonal and temporary
employees and volunteers shall sign a similar statement when asked, but typically at safety
and training meetings.
Employees must maintain the specific type of license required by theirjob classification
description. Employees may only operate vehicles they are licensed to operate.
Failure to maintain a valid operator's license to operate a city vehicle or operate a privately
licensed vehicle on city business may impair an employee' s ability to perform the essential
functions of his/herjob and/or to perform functions of their job with reasonable efficiency
and effectiveness. Such functions are subject to review by the appropriate supervisors and
management, and may result in appropriate disciplinary action.
All employees who are required to operate motor vehicles as part of their job description or
who use city vehicles or privately licensed vehicles on city business are required, as a
condition of employment, to present their operator' s license whenever requested by their
manager. Failure to present their license may result in disciplinary action, up to and
including termination of employment.
VI. PROCEDURE :
A. Employees who operate or could be required to operate a motor vehicle to conduct
city business will present their operator' s license when requested by their manager or
the manager's designee.
B . Employees shall immediately notify their division manager of any "change" in their
operator' s license that limits their ability to operate a motor vehicle (or, if after
normal working hours, at the beginning of the first workday or shift following that
change).
C. Any employee whose operator's license is "changed" must immediately comply with
those changes when operating motor vehicles on behalf of the city.
D. An employee with a "changed" operator license who fails to report (see III B above)
this fact to their supervisor and/or who continues to operate a motor vehicle on behalf
of the city without appropriate licensing, shall be subject to disciplinary action, up to
and including termination of employment.
E. During his/her regular and/or special performance evaluation the employee will
certify by signature acknowledgement that he/she possess a valid operator's license
and the minimum automobile insurance required by state statute; or if not eligible for
such evaluation, sign a similar statement independent of the evaluation form.
