Adams, Associate Planner SUBJECT: Boat Basin/Marine Terminal Plan In December of 2009 the City of Pasco engaged the professional services of consulting firm Makers Architecture to develop a plan for the Boat Basin/Marine Terminal area of Pasco located between the blue bridge and the Port of Pasco's new Osprey Pointe development, and south of Ainsworth Avenue. The Makers Architecture contract included information gathering & public outreach, "visioning," identification of advantages and constraints of the site, development of alternative concepts, identification of goals and objectives, and presentation of a "Preferred Alternative" to the Planning Commission for review. The final product is to be "a concise document designed specifically for use as an implementation guide. Contents will include visual illustrations (maps, sketches, and diagrams) describing preferred land use, a transportation (including bicycle and pedestrian facilities) an infrastructure element, a capital facility element and other urban design features." This meeting is the third of a series of community outreach meetings where ideas have been presented and discussed, options have been evaluated and prioritized, and concepts have been refined. The resulting concept (see attached) has been generally accepted by City and Port of Pasco staff as the most viable alternative, given the site conditions. Makers will present the Concept Plan to the Planning Commission in a workshop setting.
