HomeMy WebLinkAbout3327 Resolution RESOLUTION NO. 33�� A RESOLUTION SUPPORTING POLICY RECOMMENDATIONS AS CONTAINED IN THE JANUARY 2011 RIVERS TO RIDGES OPEN SPACE NETWORK VISION PLAN. WHEREAS, The purpose of the Rivers to Ridges Open Space Network Vision Plan is to develop a regional vision for retention of geographic and geologic features in the Mid-Columbia and present a system of trails and linkages that would allow residents and visitors to experience these features; and, WHEREAS, Priority open space in Franklin County include connection of the Columbia Plateau Trail with Sacajawea State Park; establishment of a multi-use trail around Scootney Reservoir; establishment of permanent access to the Juniper Dunes Natural area and a trail that connects Juniper Dunes to Smith Canyon; establishment of an interpretative trail at Esquatzel Coulee that ties in with a future Ice Age Flood National Geologic Trail; establishment of a trail from Lyons Ferry to Palouse Falls and identification of the existing Heritage Trail and Sacajawea Park as linkages to other regional open spaces; and, WHEREAS, The Plan provides policy recommendations for jurisdictions and a series of potential measures that can be used to implement the policy recommendations; and, WHEREAS, Council received a presentation from the Rivers to Ridges Open Space Network at the 3/28/11 workshop meeting; and, WHEREAS, The Planning Commission held a Public Hearing on the Ridges to Rivers Open Space Network Vision Plan on 6/16/11 and has forwarded a recommendation on those policies within the Plan to support that would benefit the Pasco community; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: Section 1. The City of Pasco supports the following Rivers to Ridges Open Space Network Vision Plan policy recommendations: • Recommendation GI.l: Benton and Franklin County, the cities of Benton City, Kennewick, Pasco, Richland, and West Richland adopt a common definition of open space consistent with the Ridges to Rivers Open Space Network vision. • Recommendation G 1.4: Make a consistently strong effort at the jurisdictional level to preserve priority open space. • Recommendation G10.1: The cities and counties of the Mid-Columbia region strengthen their comprehensive plan discussion of Natural Open Space. • Recommendation G4.3: Develop a regional trails plan implementation phasing schedule for each jurisdiction. • Recommendation G11.2: Encourage jurisdictions to provide incentives for in-fill development. Section 2. The City of Pasco supports the Jurisdictional Council to take under advisement the following Vision Plan policy recommendations and provide a course of action for jurisdictions to consider: • Recommendation G1.2: The jurisdictions of the Mid-Columbia make every effort to create a common database of maps to expedite regional planning. • Recommendation G1.3: Cooperatively develop and maintain an inventory of regional open space resources. Section 3. The City of Pasco supports the following Vision Plan policy recommendations on a case by case basis: • Recommendation G3.2: Identify as a regional open space resource any city, county, state, or federal property designated for abandonment, surplus, or zone change. Make every effort to secure those properties that have open space values and trail potential. • Recommendation G6.2: Broaden funding for open space conservation and operations and maintenance (O&M). Section 4. The City of Pasco supports continuation of the City's presence on the Jurisdictional Council. Section 5. The City Manager is authorized and directed to take such administrative actions as are necessary and appropriate to effect the conclusions of the City Council, as reflected in Sections 1-4 hereinabove.
