A RESOLUTION authorizing credit and debit card transactions.
WHEREAS, the City desires to ac,.ept credit and debit cards for payment of various fees
and charges, including utilities; and
WHEREAS, the issuers of such cards and/or the City's bank charge the venc;or(City) for
each use of such payment methods, thus reducing the net payment realized by the t_ ity for each
such account; and
WHEREAS, if such charges are not borne by the card owner, the balance of City fee
and/or rate payers will pay higher rates, effectively subsidizing the card users; NOW
THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
Section 1: The City Manager is hereby authorized to provide for acceptance of debit
cards at City payment counters provided each such transaction includes a transaction fee fixed at
a rate intended to recover the cost of such transactions.
Section 2: The City Manager is hereby authorized to enter into an agreement with a third
party vendor whereby credit and debit card payments for City fees and charges may be made by
telephone or internet, provided no fee is charged to the City for such transactions.
