A RESOLUTION Adopting a Water-Management Plan for the City of Pasco.
WHEREAS, the City is the sole provider of potable water to lands within its urban
growth area; and
WHEREAS, the City relies largely on the Columbia River/Lake Wallula to provide a
reliable source of water which is purified, stored and distributed throughout the urban growth
area by the City's water system; and
WHEREAS, the City's historical rights of withdrawal of Columbia River water have
been consumed and it must increasingly rely on new water rights available to it only under the
conditions attached to the "Quad Cities Water Rights Permit" issued by the State of Washington
on September 15, 2003; and
WHEREAS, the City Council desires to assure the City's water system is not only
reliable in its ability to provide potable water in the future but also that it use all appropriate and
reasonable measures to best assure its long-term ability to use Columbia River water for potable
water supply;NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION 1: The City Council hereby adopts the Water Management Plan (attached
hereto as Exhibit "A") as a general policy framework for management of its domestic water
system.
SECTION 2: That the City Manager is hereby directed and authorized to develop future
recommendations for the development, operation and maintenance of the City's water system
consistent with the Water Management Plan.
