WHEREAS, a Regional Aquatics Center Task Force (Task Force) was established for the purpose of developing a concept and action plan for a Regional Aquatics Center (Center); and WHEREAS, City of Pasco (City) representatives actively participated in the deliberations and effort of the Task Force; and WHEREAS, said Task Force, through private funding, engaged the services of ORB (Consultant) of Portland, Oregon, a professional architectural/engineering firm that specializes in the development of publicly-owned aquatic facilities; and WHEREAS, the Task Force and Consultant held numerous public meetings to garner public input regarding the proposed Center; and WHEREAS, after assimilating the public input and reviewing several conceptual options prepared by the Consultant, the Task Force developed a report and presented their recommendation on the scope and funding for the Center to the City as well as to other cities within the region; and WHEREAS, the magnitude of costs associated with building and operating such a facility as well as the regional service dynamics associated with such a regional center strongly suggests the involvement of Public Facilities Districts will be essential in crafting the best plan of action to realize such a regional facility; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO RESOLVE AS FOLLOWS: Section 1. That the City Council hereby acknowledges the dedicated efforts of the Task Force in preparing a concept plan and general funding approach for the Center. Section 2.
