A RESOLUTION REGARDING A PROPOSED REGIONAL AQUATICS
CENTER.
WHEREAS, a Regional Aquatics Center Task Force (Task Force) was established for the
purpose of developing a concept and action plan for a Regional Aquatics Center (Center); and
WHEREAS, City of Pasco (City) representatives actively participated in the deliberations
and effort of the Task Force; and
WHEREAS, said Task Force, through private funding, engaged the services of ORB
(Consultant) of Portland, Oregon, a professional architectural/engineering firm that specializes in
the development of publicly-owned aquatic facilities; and
WHEREAS, the Task Force and Consultant held numerous public meetings to garner
public input regarding the proposed Center; and
WHEREAS, after assimilating the public input and reviewing several conceptual options
prepared by the Consultant, the Task Force developed a report and presented their
recommendation on the scope and funding for the Center to the City as well as to other cities
within the region; and
WHEREAS, the magnitude of costs associated with building and operating such a facility
as well as the regional service dynamics associated with such a regional center strongly suggests
the involvement of Public Facilities Districts will be essential in crafting the best plan of action
to realize such a regional facility;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PASCO,
WASHINGTON, DO RESOLVE AS FOLLOWS:
Section 1. That the City Council hereby acknowledges the dedicated efforts of the
Task Force in preparing a concept plan and general funding approach for the Center.
Section 2. That the City Council hereby directs the City Manager to work with
representatives of the Task Force and other appropriate persons and entities to further develop
this concept plan.
Section 3. That the City Council hereby requests involvement of the Pasco Public
Facilities District (PFD) to further develop the plan for a Regional Aquatics Center and
encourages the Pasco PFD to work collaboratively with the other Public Facilities Districts
within the Tri-Cities region to appropriately consider other regional facilities in addition to the
Aquatics Center.
PASSED by the City Council of the City of Pasco at a regular meeting this 20th day of
