A RESOLUTION ESTABLISHING AN APPLICATION AND FUNDING PROCESS
FOR NON-PROFIT SPECIAL EVENTS ASSISTANCE.
WHEREAS, the City annually is the site of numerous special events of a educational, recreational or
cultural nature; and,
WHEREAS, such events contribute to the overall quality of life and economy in the City of Pasco; and
WHEREAS, the Pasco City Council desires to adopt a process for non-profit sponsors of special events
to apply for City financial assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That in order to provide appropriate, coordinated City support for special events in the community,
without unduly taxing the resources of the City or its operating departments:
The City Manager is authorized to develop application forms, and a process for approval of such
applications for non-profit special event financial assistance within the following guidelines:
1. Special events eligible for assistance must be sponsored by a charitable or non-profit organization and
must promote positive, educational, recreational or cultural activities in and consistent with the goals and
activities of the City. Special emphasis should be on attracting visitors to the community and providing
recreational activities for residents. Activities which focus primarily on securing benefits to an organization
(fundraising) are not eligible.
2. A charitable or nonprofit organization shall mean any nonprofit corporation duly existing under the
provisions of chapter 24.03 RCW for charitable, benevolent, eleemosynary, educational, civic, patriotic, social,
fraternal, recreational or agricultural purposes only, or any nonprofit organization, whether incorporated or
otherwise,when found by the City to be organized and operating for one or more of the aforesaid purposes.
3. Eligible events must be supported by the Visitor's and Convention Bureau or not be in conflict with
bureau goals and events.
4. In no case shall funding for any single event or sponsor in any year exceed $1,000 which shall be
utilized for helping to defray the cost of facility preparation, equipment or event logistics. Advertising and
promotional expenses are not eligible.
5. Applications must be made at least 30 days in advance of the event.
6. The City Manager shall advise the Council of the details of approved event applications as such
approvals occur.
7. Total annual funding shall be established each year in the City's budget document.
