A RESOLUTION AUTHORIZING IMPLEMENTATION OF A VISION
INSURANCE PLAN FOR NON-REPRESENTED EMPLOYEES.
WHEREAS, during 2002, a Health Benefits Committee comprised of employees from
each department reviewed the Health Benefits Program offered by the City to its employees; and
WHEREAS, the committee conveyed to the City Manager that the Health Benefits
Program should be improved by offering vision coverage for employees and dependents; and
WHEREAS,the City Manager has identified a qualified vision insurance provider which
offers a family vision insurance plan, provided all employees within the identified group
subscribe to the insurance program; and
WHEREAS, the City Manager has reported a survey of non-represented employees
reveals that a majority of said employees desire a family vision plan and is willing to share
equally the monthly premium for the preferred vision plan; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Manager is hereby authorized to contract with VSP for a
composite premium plan for employees and family, specifically Plan B with a $25 co-payment,
for all full-time non-represented employees.
Section 2. That the City Manager is hereby authorized and directed to implement a
new payroll deduction for all non-represented full-time employees, in an amount which is 50%
of the monthly premium required to purchase the referenced VSP plan.
APPROVED by the City Council of the City of Pasco, Washington, at their regular
meeting on the I"day of December,2003.
