HomeMy WebLinkAbout2775 Resolution i 4 RESOLUTION NO. A RESOLUTION APPROVING A PRELIMINARY PLAT FOR CHAPEL HILL. WHEREAS, RCW 58.17 enables the City to uniformly administer the process of subdividing property for the overall welfare of the community; and, WHEREAS, owners and developers of property situated in the south half of Section 15, Township 9 North, Range 29 East, W.M. have requested approval of a preliminary plat; and, WHEREAS, the Planning Commission has reviewed said preliminary plat which is named Chapel Hill; and WHEREAS, following a public hearing, the Planning Commission found the proposed plat promoted the general welfare of the community and recommended said preliminary plat be approved with conditions; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: That the preliminary plat for Chapel Hill located in the south half of Section 15, Township 9 North, Range 29 East W.M., is hereby approved with the following conditions: 1) At the time lots are developed all abutting roads and utilities shall be developed to City standards. This includes but is not limited to water, irrigation and sewer lines, streets, storm water, fire hydrants and streetlights. Sidewalks must be installed no later than the time each lot is developed with a house. The handicapped sections must be completed with the street and curb improvements prior to final plat approval for phases abutting said streets. Water utility improvements shall include necessary pressure reducing valves and utility extensions/looping as approved by the City Engineer. 2) Water is currently located in Convention Place and Burden Boulevard. The initial connection, for single-family residential use, will be required to be run from Convention Place south, under I-182, to the proposed plat. For commercial and high-density residential use, the system shall be looped back to Burden Boulevard as approved by the City Engineer. Pump stations will not be allowed. All associated easements/right of ways and crossings must be adequate to service the associated utility and shall be dedicated to the City of Pasco. 3) The developer shall undertake a noise mitigation study and must certify the lots in the plat are not impacted by noise levels above 70 decibels and/or provide the necessary mitigation to insure the 70 decibel level is achieved all to the satisfaction of the Community & Economic Development Director. 4) A complete traffic study satisfactory to the City Engineer shall be required prior to submittal of construction drawings. The traffic study shall also evaluate the impact to Road 68 and additionally Chapel Hill Boulevard as it pertains to road width and applicability of on street parking from Saratoga to the east end of Chapel Hill. 5) The developer shall install a traffic signal at the intersection of Road 68 and Chapel Hill along with other improvements as specified in the traffic study and directed by the City Engineer. A traffic signal will be required at the development of 150 single-family dwellings or development of commercial property. 6) Chapel Hill Boulevard shall have an 80 foot right of way and be developed as a 62 foot wide 5 lane arterial street from Road 68 to Cantebury Lane with no on street parking. From Cantebury Lane through the intersection of Saratoga it shall have a 60-foot right of way and be developed as 48-foot wide Mane road with no on street parking. The remainder of the road shall be as directed by the City Engineer. The road section shall be 4-inch asphalt with 10 inches of rock. All fire hydrants, street lights and utility vaults or pedestals along Chapel Hill Boulevard shall be placed behind the back of sidewalk. Any fence, shrub, tree, bush or other object along Chapel Hill Boulevard shall be placed in a manner that does not interfere with each appurtenance located along the back of sidewalk allowing for an adequate upkeep, maintenance and repair area around each item. In addition, all fire hydrants shall have a minimum of 50-foot sight distance from the roadway in both directions. All abutting intersection radii shall be as approved by the City Engineer. 7) Improvements on Road 68 will be required but are undefined as of yet. At the completion of the traffic study a more accurate assessment can be given. 8) The developerlbuilder shall pay the City a "traffic mitigation fee" of$150 per lot upon issuance of building permits for homes. Fees collected shall be placed in a fund and used to finance signalization and other improvements necessary to mitigate traffic impacts on the circulation system within the 1-182 corridor. 9) The developer shall install a common solid fence 6 feet in height along the rear line of all lots abutting the FCID canal or establish covenants to ensure fencing is constructed at the time houses are built. 10) The developer shall be responsible for all costs associated with construction inspection service expenses incurred by the City of Pasco Engineering Department. 11) The developer shall insure active and ongoing dust and litter abatement activities occur during the construction of the subdivision and construction of the houses thereon. In lieu of water from the existing irrigation well, water from the Franklin County Irrigation District Canal shall be utilized, as available, for dust control. 12) The final plat shall contain 10-foot utility easements parallel to all streets. 13) The developer shall install a properly designed irrigation system with stubs to all lots in the subdivision for future irrigation needs. All easements/right of ways necessary to convey an irrigation system to and through the plat must be conveyed to the City of Pasco. The irrigation lines shall run in easements/rights of way as directed by the City Engineer. 14) All engineering designs for infrastructure and final plat drawings shall utilize the published City of Pasco Vertical Control Datum. 15) Any and all water rights associated with this land, along with any wells, pumps, pipe, casings or sleeves shall be conveyed to the City as a requirement prior to Final Plat approval of the first phase of this development or issuance of any certificate of occupancy for any multi family and/or commercial development. In addition, any WSDOT Utility Permits and/or other access agreements, right of ways, miscellaneous permits or agreements associated with any and all parts of the existing water, well, pumps, casing/sleeves or piping system shall be conveyed to the City of Pasco as a requirement prior to Final Plat approval of the first phase of this development or issuance of any certificate of occupancy for any multi family and/or commercial development. An access route, satisfactory to the City of Pasco will be required to Tract C. 16) The developer shall provide one sewer stub, one irrigation stub and a potable water service to the park. 17) The developer shall install a common Estate type fence 5 to 6 feet in height adjacent the rear line of all lots backing on Cantebury Lane. Said fence shall be constructed in conjunction with the construction of homes on said lots. 18) All intersections will require setback lines for appropriate sight distances. No fences, utility vaults or pedestals or other obstructions will be allowed in this area. 19) Street grades for all arterial and collector roads shall not exceed 6 percent. Interior local access street grades shall not exceed 10 percent. 20) All storm water shall be disposed of through a storm water retention pond system as approved by the City Engineer. Ponds shall be located in areas approved by the City Engineer 21) Due to storm water run off concerns all lots that abut the bottom of a hillside shall be raised minimum of 2 foot above the curb line to protect from runoff overflow. 22) Development of any lots east of Saratoga Lane will require the construction and connection of Saratoga Lane to Argent Road (currently the intersection of Road 60 & Argent). Saratoga shall have a 60-foot Right of Way with a 48-foot road width. This shall include minimum 3-inch asphalt with 10 inches of rock. In addition, the crossing of the Franklin County Irrigation District Canal will be required at this time. Plans for crossing the canal must be coordinated with the Franklin County Irrigation District. Coordination with Franklin County, Franklin County Irrigation District and potential landowners will be required to be completed prior to construction of this road through county property to Argent. In addition, any and all necessary agreements and permits required to construct this shall be obtained prior to construction. All abutting radii shall be as approved by the City Engineer. 23) All fire hydrants, street lights and utility vaults or pedestals shall be installed behind the sidewalk. Any fencing, tree, shrub, bush or other object installed in the vicinity of the above noted items shall be placed in a manner that does not interfere with each appurtenance located behind the sidewalk allowing for an adequate upkeep, maintenance and repair area around each item. All fire hydrants shall have a minimum of 50-foot sight distance from the roadway in both directions. All fire hydrants and streetlights shall be located/spaced as required by the City Engineer. 24) The developer will be required to provide a deposit to the City of Pasco to allow the City of Pasco to hire a surveying company to perform topographic surveys of the constructed utilities including manhole lids and flow line elevations, location of sewer stubs, water valves, water meters, irrigation valves, irrigation services, storm water catch basins, street lights, fire hydrants, monuments and other pertinent information deemed necessary, to the satisfaction of the City of Pasco. The developers will be required to provide as-built drawings for the remainder of the improvements. The City of Pasco contracted surveyor will be given an electronic copy of the design drawings to then insert their findings from the topographic survey. 25) The final plat shall contain the following Franklin County Public Utility District statement: "The individual or company making improvements on a lot or lots of this plat is responsible for providing and installing all trench, conduit, primary vaults, secondary junction boxes, and backfill for the PUD's primary and secondary distribution system in accordance with PUD specifications; said individual or company will make full advance payment of line extension fees and will provide all necessary utility easements prior to PUD construction and/or connection of any electrical service to or within the plat." 26) The final plat shall contain the following statement: "Irrigation service lines are currently available to lots within this plat; however, water for the irrigation system may not currently be available. The City of Pasco is constructing its irrigation infrastructure on an ongoing basis. The use of the system will become available as time and resources permit the expansion and connection of new systems to the existing irrigation supply." 27) The developer shall install a common Estate type fence 5 to 6 feet in height adjacent the rear line (along Cantebury) of Lots 1-17. Fencing on Lot 18 must maintain the 20 front yard setback along Woodbine. The fences shall be constructed to coincide with the construction of houses on said lots. Prior to installation the City must approve said fence. Consideration must be given to the vision triangle at the intersection of streets. Property owners adjoining said fence shall be responsible for payment of all costs associated with maintenance and upkeep of the fence and landscaped areas between the fence and street improvements. These requirements shall be noted clearly on the face of the final plat(s). 28) All corner lots and other lots that present difficulties for the placement of yard fencing shall be identified in the notes on the face of the final plat(s).
