HomeMy WebLinkAbout2773 Resolution r RESOLUTION NO. r, A RESOLUTION FORMALIZING THE PASCO CITY COUNCIL'S POSITION AND DESIRE REGARDING THE FRANKLIN COUNTY PROPOSAL TO AMEND THE PASCO URBAN GROWTH BOUNDARY. WHEREAS, the City of Pasco and Franklin County are planning under the State Growth Management Act of 1990 as amended; and WHEREAS, the Growth Management Act requires the establishment of Urban Growth areas around all urban centers in Franklin County; and, WHEREAS, Franklin County is considering amending the Pasco Urban Growth Area by reducing the boundary line extending north along the Columbia river and adding approximately 900 acres north of the City limits between Dent Road and Road 68; and, WHEREAS, the City Council agrees with the boundary line reduction for the area north along the Columbia River; and, WHEREAS, the City of Pasco has an obligation to undertake planning activities for all lands within the Pasco Urban Growth Area designated by Franklin County; and, WHEREAS, State law recognizes the City of Pasco as the most appropriate local governmental unit to provide urban governmental services, including water, sewer, police and fire service to lands within the Pasco Urban Growth Area; and, WHEREAS, the City's comprehensive water and sewer plans do not include the area north of the City limits between Dent Road and Road 68 within the City's utility service area; and, WHEREAS, the City of Pasco has an obligation to preserve and protect public investment, and capacities in the water and sewer systems for existing and future rate payers within the City; and, WHEREAS, there is now sufficient land existing within the present boundary of Urban Growth Area to meet the demand for urban housing for several decades; and, WHEREAS, amending the Urban Growth Area boundary to include such a large area is not consistent with the goals and policies of the Growth Management Act that were adopted to prevent urban sprawl, encourage preservation of farmland, resource lands and habitat areas; and; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO: Section 1. That the City of Pasco is opposed to the proposed Urban Growth Area boundary change proposed by Franklin County to extend the Urban Growth Boundary north of the City limits between Dent Road and Road 68. Section 2. That the boundaries identified in Exhibit "A" are the preferred boundary lines for the Pasco Urban Growth Area. Section 3. That this resolution be forwarded to Franklin County for its due consideration of the City Council's position when the Franklin County Planning Commission and/or Franklin County Board of Commissioners determine whether or not to modify the Pasco Urban Growth boundary.
