A RESOLUTION approving a planned density development preliminary plat
for Prairie Park.
WHEREAS, RCW 58.17 enables the City to uniformly administer the
process of subdividing property for the overall welfare of the community; and,
WHEREAS, owners and developers of property situated in the
northwest quarter of Section 10, Township 9 North, Range 29 East, W.M. have
requested approval of a preliminary plat; and,
WHEREAS, the Planning Commission has reviewed said preliminary
plat which is named Prairie Park; and
WHEREAS, following a public hearing, the Planning Commission found
the proposed plat promoted the general welfare of the community and
recommended said preliminary plat be approved with conditions; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PASCO:
That the preliminary plat for Prairie Park located in the northwest
quarter of Section 10, Township 9 North, Range 29 East W.M., is hereby
approved with the following conditions:
1) At the time lots are developed all abutting roads and utilities shall be developed
to City standards. This includes but is not limited to water, irrigation and sewer
lines, curb, gutter, and streets, street lighting, and storm water retention and
the handicapped sections of all sidewalks at street radii. Sidewalks must be
installed no later than the time each lot is developed with a house. The
sidewalks along Sandifur Parkway, Road 60, Road 68 Place and Power Line
Road must be improved prior to final plat approval for each phase abutting said
right-of-way.
2) The sewer system design must provide gravity flow sewer service to each lot
within the preliminary plat.
3) All engineering designs for infrastructure and final plat drawings shall utilize
the published City of Pasco Vertical Control Datum.
4) The developer shall be responsible for installing landscaping in the unimproved
right-of-way on Road 60, Road 68 Place, the round about, Power Line Road and
Sandifer Parkway. This landscaping will consist of lawn and Aristocrat Pear
trees or approved equal. The trees shall be spaced at 50-foot intervals. This
landscaping must include an irrigation system. All landscape plans shall be
reviewed and approved by the Parks Department prior to installation.
5) Prior to the completion of each Division the developer shall install fencing to
separate Road 60, Road 68 Place, Power Line Road and Sandifur Parkway from
adjoining lots. Said fencing shall be an Estate type fence 5 feet to 6 feet in
height. The fencing must be approved by the City prior to installation. The City
may make repairs or replace the fencing as needed. Property owners adjoining
said fence shall be responsible for payment of all costs associated with
maintenance and upkeep. These fencing requirements shall be noted clearly
on the face of the final plat (s).
6) Lots abutting Burden Boulevard, Road 60, Road 68 Place, Power Line Road and
Sandifur Parkway shall not have direct access to those streets. Access shall be
prohibited by means of deed restrictions or statements on the face of the final
plat(s).
7) The developer/builder shall pay the City a "common area maintenance fee" of
$375 per lot upon issuance of building permits for homes. These funds shall
be placed in a fund and used to finance the maintenance of landscape strip
along Road 60, Road 68 Place, Power Line Road and Sandifur Parkway. The
City shall accept maintenance responsibility for the landscaping abutting said
streets at such time as all maintenance fees for all lots in each division
abutting said streets have been paid.
8) The developer shall be responsible for all costs associated with construction
inspection service expenses incurred by the City of Pasco Engineering

Department.
9) The developer shall insure active and ongoing dust and litter abatement
activities occur during the construction of the subdivision and construction of
the houses thereon.
10) The final plat shall contain 10-foot utility easements parallel all streets.
11) The final plat shall contain the following Franklin County Public Utility District
statement: "The individual or company making improvements on a lot or lots
of this plat is responsible for providing and installing all trench, conduit,
primary vaults, secondary junction boxes, and backfill for the PUD's primary
and secondary distribution system in accordance with PUD specifications; said
individual or company will make full advance payment of line extension fees
and will provide all necessary utility easements prior to PUD construction
and/or connection of any electrical service to or within the plat."
12) All final plats shall contain the following utility easement statement: "An
easement is hereby reserved over, under and upon the first 10 feet of all lots
adjacent to all streets for the installation, construction, renewing, operating
and maintaining natural gas, electric, telephone and TV cable."
13) The developer shall install a properly designed irrigation system with stubs to
all lots in the subdivision for irrigation needs. The irrigation lines shall run in
easements as directed by the City Engineer.
14) A 16" irrigation line is required to be installed in Sandifur Parkway through the
length of the plat as part of the first phase of construction. The City will pay
for pipe oversize costs over 8 inches.
15) The developer/builder shall pay the City a "traffic mitigation fee" of$150 per lot
upon issuance of building permits for homes. These funds shall be placed in a
fund and used to finance signalization and other improvements necessary to
mitigate traffic impacts on the circulation system within the I-182 corridor.
16) The assignment of water rights to the City is a requirement for subdivision
approval. If no water rights are available to transfer to the City the property
owner/developer must pay a water right fee of $1,500 per acre in lieu thereof.
The Public Works Director may waive the fee if the developer mixes a soil
additive in the ground that provides 30% retention of irrigation water.
17) The Road 60, Road 68 Place and Power Line Road are to be built with a three-
quarter street standard with a pavement width of 28 feet of which four feet will
be removed when the adjoining properties develop. These streets shall match
existing street improvements to the south in right-of-way width and street
profile.
18) Additional right-of-way satisfactory to the City Engineer is to be provided at the
corners of Power Line Road, Road 60 and Road 68 Place and Sandifur Parkway
to provide enhanced sight distances.
19) Sewer is available for approximately 130 Equivalent Residential Units conveyed
through the current existing sewer located in Robert Wayne Drive. Additional
sewer capacity will have to be provided in Road 68 or as determined by the City
Engineer for any units over the initial 130.
20) Sandifur Parkway through the plat shall be improved with the first phase to a
width of 48 feet.
21) Sandifur Parkway shall be extended from Road 68 Place to Road 68 with the
first phase of the plat. This portion of the Parkway shall be constructed to a
width of 32 feet without curb and gutter (10" of rock and 2" of ACP). The
Sandifur Parkway approach to Road 68 shall be widened to a full five-lane
arterial standard (621 with curb and gutter. The 5 lane fully developed arterial
section of the approach to Road 68 shall be a minimum of 300 feet in length.
The road section is to be 10 inches of rock and two inches of ACP.
