RESOLUTION NO. 2708
A RESOLUTION OF THE CITY OF PASCO, WASHINGTON,
PROVIDING FOR THE EXERCISE OF COMMUNITY RENEWAL
AGENCY POWERS FOR THE CORRECTION AND IMPROVEMENTS
OF BLIGHTED AREAS WITHIN THE CITY OF PASCO.
WHEREAS, the legislature of the State of Washington has declared that
blighted areas constitute a serious and growing menace, injurious to the public
health, safety, morals and welfare of the residents of our cities; that the
existence of such areas contributes substantially and increasingly to the
spread of disease, crime and depreciation of property values, constituting an
economic and social liability which substantially impairs and arrests the sound
growth of the cities; retards the provision of housing accommodations; hinders
job creation and economic growth; aggravates traffic problems and that the
prevention and elimination of such areas are a matter of concern to the City of
Pasco. It is the intent of the City to eliminate such areas and prevent the
reoccurrence of such areas in order that the City shall not continue to be
endangered by areas which are the focal centers of disease, promote juvenile
delinquency, or conducive to fires, are difficult to police and to provide police
protection for, and, while contributing little to tax income of the City, consumes
an excessive portion of its revenues because of the extra services required for
police, fire, accident, hospitalization and other forms of public protection,
services and facilities; and
WHEREAS, it is further declared that there is an urgent need to enhance
the ability of the City to act effectively and expeditiously to revive blighted areas
and to prevent further blight and its actual and threatened effects on
unemployment, poverty, and the availability of private capital for businesses
and projects within that area; and
WHEREAS, these goals can be accomplished by the creation of
community renewal projects for a community renewal area, determined and
administered by a new or existing municipality agency serving as a Community
Renewal Agency formulating a workable program for using appropriate private
and public resources to eliminate, and prevent the development or spread of,
blighted areas, to encourage needed community rehabilitation, to provide for
the redevelopment of such areas, or to undertake the activities, or other
feasible municipal activities as may be suitably employed to achieve the
objectives of providing a safe and productive community in which our citizens
can live; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
Section 1. FINDINGS. The City Council of the City of Pasco finds that:
A) One or more blighted areas as defined by RCW 35.81.010 exists
within the City of Pasco.
B) Based in part on the City of Pasco's Neighborhood Redevelopment
Strategies prepared by Real Estate Economics and Land Strategies Planning,
has demonstrated to the City that the rehabilitation, redevelopment, or
combination thereof, of such areas is necessary in the interests of the public
health, safety, or welfare of the City of Pasco and its citizens, and that the
formulation of a workable program as defined by RCW 35.81.040 is available
for the accomplishment of these goals to the best interests of the City of Pasco
and its citizens.
Section 2. COMPATIBILITY WITH THE COMPREHENSIVE PLAN. The
City of Pasco has pursuant to RCW 36.70A adopted the 1995 Comprehensive
Plan (and amendments thereto) which provides key planning goals, policies and
strategies for identification of and application to community renewal areas as
specifically provided in the City of Pasco Neighborhood Redevelopment
Strategies_ study prepared by Real Estate Economics and Land Strategies
referenced above. Such Plan's goals, policies, and strategies are the basis upon
which an approved Community Renewal Project Plan is to be adopted pursuant
to RCW 35.81.060.
Section 3. EXERCISE OF COMMUNITY RENEWAL AGENCY POWERS.
The City Council shall, following the adoption of this Resolution, elect to have
the powers of the community renewal agency as identified by Chapter 35.81
RCW be exercised by appointing a Board or commission in the manner as
prescribed by law; by the City as a municipal function, or by the Board of a
public corporation, commission or authority specifically including a housing
authority as created under Chapter 35.82 RCW.
Section 4. DIRECTIONS TO CITY MANAGER FOR IMPLEMENTATION
OF RESOLUTION. The City Manager is authorized and directed to prepare and
present to the City Council the means by which the implementation of those
powers and authorities as created by Chapter 35.81 RCW may be accomplished
for the benefit of the citizens of the City of Pasco, Washington.
