A RESOLUTION SUPPORTING STATE REFERENDUM 51,
FINANCING TRANSPORTATION IMPROVEMENTS THROUGH
INCREASED TRANSPORTATION TAXES AND FEES.
WHEREAS, the state legislature passed House Bill 2969, authorizing
new and/or increased taxes and fees for transportation improvements; and
WHEREAS, House Bill 2969 directs the Secretary of State to place the
referendum on the general election ballot in November 2002; and
WHEREAS, the ability to move people and goods on our transportation
system is essential to the livability and economic vitality of our community and
state; and
WHEREAS, the unfunded need for transportation improvements in the
state has grown to a level of $150 Billion over the next 20 years, as determined
by the Governor's Blue Ribbon Commission on Transportation; and
WHEREAS, there have been no increases in the state gas tax since 1991
to provide funding for major state transportation improvements and, during the
same time period, the state has realized a reduction of 21% in overall state
funding for transportation, as a result of initiatives; and
WHEREAS, the proposed transportation improvements will not only
benefit the Puget Sound Region, but will provide funding for construction of the
Ainsworth Overpass in Pasco, widening of SR 12 between Pasco and Wallula,
and additional vehicle lanes on SR 240 between Richland and Kennewick; and
WHEREAS, Referendum 51 will increase the annual allocation of gas tax
funds to Franklin County and the City of Pasco, thus improving the ability to
maintain and repair local roads and streets and improve the safety of our
citizens; and,
WHEREAS, the City Council conducted a public hearing on Tuesday,
September 3, 2002 and concluded the foregoing considerations warranted the
Council to declare its support for and endorsement of passage of Referendum
51 by the voters of Pasco; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DO
RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Pasco hereby declares its
support for and encourages voter approval of state Referendum 51.
PASSED by the City Council of the City of Pasco at its regular meeting
this 16' day of September 2002.
