RESOLUTION NO. 2673
A RESOLUTION EXPRESSING OPPOSITION TO THE
COLUMBIA RIVER AMENDMENT TO THE PASCO URBAN
GROWTH BOUNDARY PROPOSED BY FRANKLIN COUNTY.
WHEREAS, the City of Pasco and Franklin County are planning under
the State Growth Management Act of 1990 as amended; and
WHEREAS, the Growth Management Act requires the establishment of
Urban Growth areas around all urban centers in Franklin County; and,
WHEREAS, Franklin County is considering amending the Pasco Urban
Growth Area by adding significant acreage north of Dent Road following the
Columbia River all as identified under Franklin County Master File Number
2002-02; and,
WHEREAS, the City of Pasco has an obligation to undertake planning
activities for all lands within the Pasco Urban Growth Area designated by
Franklin County; and,
WHEREAS, State law recognizes the City of Pasco as the most
appropriate local governmental unit to provide urban governmental services,
including water, sewer, police and fire service to lands within the Pasco Urban
Growth Area; and,
WHEREAS, the City's comprehensive water and sewer plans do not
include the area north of Dent Road within the City's utility service area; and,
WHEREAS, the densities proposed for the lands with in the Urban
Growth Area amendment cannot support an efficient and cost effective utility
system; and,
WHEREAS, the distance involved, the topography, and development
densities all contribute to the conclusion that it would be tremendously
expensive and difficult to provide water and sewer service to this area; and,
WHEREAS, the City of Pasco has an obligation to preserve and protect
public investment, and capacities in the water and sewer systems for existing
and future rate payers within the City; and,
WHEREAS, there is now existing sufficient land within the present
boundary of Urban Growth Area to meet the demand for urban housing for at
least the next 10 years; and,
WHEREAS, amending the Urban Growth Area boundary to include such
a large area is not consistent with the goals and policies of the Growth
Management Act that were adopted to prevent urban sprawl, encourage
preservation of farmland, resource lands and habitat areas; and,
WHEREAS, it is the city's understanding that the County will be
undertaking a complete review of its comprehensive growth plan later this year,
which will provide an opportunity for the City and County to more thoroughly
explore appropriate growth designation alternatives for the subject area; NOW
THEREFORE,
THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
Section 1. That the City of Pasco urges Franklin County to reject the
proposed Urban Growth Area Boundary changes north along the Columbia
River (master file #CPA 2002-02) for the reasons identified in the preamble
above.
Section 2. That the City Manager is hereby authorized and directed to
cause the necessary studies to be conducted to determine what portion, if any,
of the proposed Urban Growth Area can be reasonably added to the Pasco
Urban Growth Area Boundary for consideration in the upcoming County
Comprehensive Plan review.
